【摘要】：今天的中国正处在一个社会转型的重要时期,而这一时期也是社会冲突的高发期。近年来备受关注的群体事件就是社会冲突的一个缩影。非利益相关群体事件可以界定为全部或大多数参与者与事件起因没有利益关系,也没有直接利益诉求的群体事件。这类事件以其把众多的“非利益相关者”卷入到冲突漩涡之中而备受关注。同时,这类事件也因通常伴随有破坏性的暴力行为,严重影响了社会秩序而引起犯罪学界的注意。本文通过大量的调查研究,试图将实证研究和理论研究相结合,同时运用分类研究和比较研究,清晰界定非利益相关群体事件并结合犯罪学理论分析这类事件的成因,力求对此类事件的防控有所裨益。本文分四部分对非利益相关群体事件进行研究。第一部分是非利益相关群体事件概述。主要分非利益相关群体事件概念辨析、非利益相关群体事件的特点、非利益相关群体事件分类三部分来论述。第二部分是利益相关与非利益相关群体事件之异同。目的是通过和利益相关群体事件比较来进一步认识非利益相关群体事件。这部分主要对两者进行了差异性分析和相似性分析。其中两者的差异性有:参与者与事件起因的利益相关度、引发原因、行为目的、行为方式以及处置难度。两者的相似性又分两类事件中都有民意表达和情绪宣泄、两类事件都蕴含利益冲突、两类事件相互转化的可能性探析三部分论述。第三部分是非利益相关群体事件成因探析。这部分笔者运用不同的犯罪学理论对非利益相关群体事件成因进行了解释。包括默顿社会失范理论对成因的解释、塞林文化冲突论对成因的解释、阿格纽一般压力理论对成因的解释。在这一部分的最后笔者还论述了群体因素在此类事件成因中的作用。第四部分是笔者对非利益相关群体事件的防控的粗浅建议。主要从内部防控和外部防控两方面论述,内部防控的目的是从根本上缓解民众压力,外部防控的目的是提高基层政府处置能力,努力在现阶段维护良好的社会秩序。
[Abstract]:Today China is in an important period of social transformation, which is also a period of high incidence of social conflict. The group events that have attracted much attention in recent years are a microcosm of social conflicts. Non-stakeholder group events can be defined as group events in which all or most of the participants have no interest relationship with the cause of the event and have no direct interest claim. Such events have attracted much attention for their involvement of many non-stakeholders in the whirlpool of conflict. At the same time, such incidents have attracted the attention of criminologists because they are usually accompanied by destructive acts of violence, which seriously affect the social order. Through a lot of investigation and research, this paper attempts to combine the empirical research with the theoretical research, at the same time, using the classification research and the comparative study, clearly defines the non-interest related group events and analyzes the causes of such events with the criminology theory. Try to be helpful to the prevention and control of such incidents. This paper is divided into four parts to study non-stakeholder group events. The first part is an overview of non-stakeholder group events. This paper mainly discusses the concept of non-stakeholder group events, the characteristics of non-interest related group events, and the classification of non-interest group events. The second part is the similarities and differences between interest-related and non-interest-related group events. The purpose is to further understand non-stakeholder group events by comparing them with stakeholder events. This part mainly carries on the difference analysis and the similarity analysis to both. The differences between the two are: the interest correlation between the participants and the cause of the event, the purpose of behavior, the way of behavior and the difficulty of handling. The similarity of the two events is divided into two kinds of events: the expression of public opinion and the catharsis of emotion, the two kinds of events contain conflicts of interest, and the possibility of the two kinds of events transforming each other is discussed in three parts. The third part analyzes the causes of non-interest-related group events. In this part, the author uses different criminological theories to explain the causes of non-interest-related group events. It includes the explanation of causes in Merton's theory of social anomie, the explanation of causes in the theory of cultural conflict of Salin, and the explanation of causes in Agnew's general stress theory. At the end of this part, the author also discusses the role of group factors in the causes of such events. The fourth part is the author's suggestions on the prevention and control of non-interest-related group events. The purpose of internal prevention and control is to relieve the pressure of the public fundamentally, and the purpose of external prevention and control is to improve the ability of the grass-roots government to deal with it and to maintain a good social order at the present stage.
