社区青少年职业发展需求与职业培训政策应对

【摘要】:职业是人社会化的必经之路。在社区青少年的生涯发展过程中,职业发展始终处于核心位置。而职业培训又是职业发展的重要影响因素。社区青少年由于其群体的特殊性,在职业发展的过程中需要一定学历、技能的提升以及思想观念、行为方式的转变。职业培训不仅是缓解社区青少年就业压力、维护社会稳定的需要,更是帮助他们确立人生目标、在主体发展需求的基础上,实施生涯发展规划的重要步骤。 目前社区青少年的职业培训,是一项正在发展并还需进一步完善的事业,如何依托这一平台,解决社区青少年职业发展中的现实问题,帮助他们实现更好的生存和发展,是研究者应该思考的。 社会学视角“关注社会弱势群体,重在解决社会问题”,而教育学的学科意识,旨在帮助人形成基本的生存和发展能力,促使人的可持续发展。因此本文在社会学视角的基础上,更突出教育学视角,特别是在关注社区青少年个体发展需求的视角下,探讨如何通过职业培训促进他们的职业生涯发展。 本论文主要通过对社区青少年职业发展“问题”与职业培训这一“问题解决策略”之间相关性的把握,研究我国社区青少年职业培训政策应对的必要性。在研究方法上重视理论与实证相结合、国内外文献研究和实地调研相结合,通过对社区青少年的群体特征和职业发展问题的调查,对其职业发展需求与现有培训的实施情况进行分析,提出完善该培训体系的若干建议。本研究的重点是立足于社区青少年发展需求,对现有职业培训实践问题的调研和解读。难点在于如何通过对社区青少年职业培训供求矛盾的把握提出具有针对性的政策应对。 第一章绪论,主要阐述本论文的研究缘起和选题意义,梳理国内外研究现状,确定研究思路、论文结构和研究方法,对相关概念进行界定。本章是全文论述的基础。 第二章是关于社区青少年群体特征与职业发展问题的研究,首先通过文献法对社区青少年进行概念界定,分析了现有相关政策中、国际视野下及本研究中对社区青少年的理解,为本研究划定了范围。本章主要从理论上回答社区青少年的群体特征是怎样的,以及他们的职业发展问题及其需求,从而引出职业培训的必要,为第三章进一步的调研分析做好铺垫。 第三章是社区青少年职业发展问题与需求调研,这一章着力解决的问题是社区青少年到底有哪些职业发展的问题与困惑。他们对职业的认知和培训需求是怎样的?将从实际的调研中获取信息,分别运用案例分析法和问卷法,对以上问题进行探索,通过分析调研资料,把握社区青少年真实的职业发展问题与困惑,找到深入研究的线索和依据。 第四章是社区青少年职业培训的实践探索,从社区青少年的发展需求视角,审视目前我国针对这一群体的职业培训的实践状况,及相关工作的开展情况。本章主要通过调查研究,了解目前我国对青少年培训开展的情况,特别是一些针对社区青少年群体的特色培训项目的具体实施。并以上海市的“阳光下展翅”项目为例,从培训的准备、实施过程、培训的成效和改善建议几方面展开具体的实践分析。 第五章是社区青少年职业培训的基本问题讨论,本章是在前面文献研究和现状调研的基础上,从理论上梳理社区青少年职业培训及其实施的核心问题,这将有助于研究的深入。这是本文的核心内容,也是下文提出研究结论的重要依据。 第六章是基于社区青少年的职业发展需求,试图提出针对这一群体职业培训的政策应对策略。本章基于我国目前职业培训的实践情况及未来可能的政策环境,并借鉴部分发达国家的先进经验,分别从职业培训政策在社区青少年政策中的功能定位、培训主体的分工合作、培训的内容和方法、培训的保障机制四方面来论述政策的具体应对策略。
[Abstract]:Vocational training is the only way for the socialization of people . In the course of career development of community teenagers , occupation development is always at the core position .


At present , the vocational training of community youth is an undertaking which is developing and needs further improvement , how to rely on this platform , to solve the real problems in the development of community youth occupation , to help them achieve better survival and development , the researchers should think .


From the perspective of sociology , attention is paid to the disadvantaged groups of society and to solve the social problems , and the discipline consciousness of pedagogy is designed to help people form basic survival and development ability and promote the sustainable development of human beings . Therefore , this paper discusses how to promote their career development through vocational training , especially in the perspective of the individual development needs of community adolescents .


Based on the study of community characteristics and career development of community adolescents , this paper focuses on the research and interpretation of the problems of community youth development needs and the practice of vocational training .


In the first chapter , the author mainly expounds the origin and the significance of the research , sorts out the current situation of the research at home and abroad , determines the research thinking , the structure of the paper and the research method , and defines the relevant concepts . This chapter is the basis of the full - text discussion .


The second chapter is about the study of community youth group characteristics and career development . Firstly , the concept of community youth is defined through the literature method , and the understanding of community youth in the current related policies , international field of view and this study is analyzed . This chapter mainly answers the group characteristics of community adolescents and their needs , so as to lead out the necessity of vocational training and pave the way for further investigation and analysis of the third chapter .


The third chapter is community youth career development problem and demand research , this chapter is focused on the problem of which the community teenagers have career development and the confusion . What are their cognitive and training needs ? Will explore the above problems by using case analysis method and questionnaire method , and analyze the research data , grasp the real professional development problem and confusion of the community adolescents , and find out the clue and basis for further study .


The fourth chapter is the practice exploration of community youth vocational training , from the perspective of the development demand of the community teenagers , and looks at the current situation of our country ' s vocational training aiming at this group , and the implementation of the related work . This chapter mainly studies the situation of the youth training in our country , especially the specific implementation of some special training projects aiming at the community youth group .


The fifth chapter discusses the basic problem of community youth vocational training . This chapter is based on the research of the previous literature and the research of the present situation . This is the core of this paper , and it is also an important basis for the conclusion of the study below .


The sixth chapter is based on the demand of community youth ' s career development , tries to put forward the policy response strategy aiming at the vocational training of this group . This chapter is based on the current practice of vocational training in our country and possible policy environment in the future , and draws on the advanced experience of some developed countries , and discusses the specific coping strategies of the policy from four aspects : the function orientation of vocational training policy in community youth policy , the division of training subject , the content and methods of training , and the safeguard mechanism of training .
