太原市社区专职社工现状调查研究

【摘要】:随着我国改革开放的深入推进及城镇化建设步伐的加快,社区开始承担更多的社会职能,以应对复杂的社会问题。但是,传统的社区居委会工作方式和治理模式已经无法满足新时期社区居民的多样化需求。在此情况下,我国借鉴西方国家社区发展经验,引进社会工作,并引导社会工作者介入社区建设,各地也在积极探索适合当地发展的社区建设模式。近年来,为了提升社区服务水平以及社区工作者队伍的专业素养,太原市于2007年开始为社区引进专职社工。但是自该岗位开设以来,鲜少有专家、学者或机构对这一群体进行过调查研究。本次对太原市社区专职社工进行调研,从该市六城区所辖社区抽样选取部分专职社工,邀请他们填写问卷,并走访社区进行实地考察。问卷从研究对象的个人基本情况、工作情况、生活状况以及未来规划等四个方面收集有关社区专职社工现状的相关资料,具体涉及20个变量。问卷收回之后,对收集到的资料或数据,采用定量与定性相结合的方式进行分析,发现社区专职社工队伍的优势以及存在的问题。最后,依据分析结果提出了相应的对策和建议。调研结论如下:太原市社区专职社工具有年轻化、高学历的趋势,生活满意度有待提高,工作状态相对稳定。但是,在工作中还存在着任务重、压力大的问题;在生活中入不敷出,存在经济压力;此外在队伍建设与管理方面还存在着专业化程度不高、实际工作内容与社工专业不符、培训结果无法落实、薪酬待遇低以及晋升渠道不畅通等问题。为了解决上述问题,改善太原市社区专职社工的现状,协调推动社区专职社工队伍健康发展,政府部门应该完善社区专职社工队伍建设及管理体系;社区应该为社工开展专业服务创造环境,增强社工队伍的凝聚力;社区专职社工自身应该将社会工作的价值理念、专业知识与助人技巧统一应用于服务实践,以进一步提升社区服务水平和社区专职社工的专业素养。由于受时间和笔者能力的限制,此次并没有对太原市所有社区专职社工进行核查,而只是选取了部分社区的专职社工人员为调研对象,其结果难免偏颇,最多也只能算是对太原市社区专职社工的初步研究。
[Abstract]:With the deepening of China's reform and opening up and the acceleration of the pace of urbanization, the community began to assume more social functions in order to cope with complex social problems. However, the traditional way of working and governance of community residents can not meet the diverse needs of community residents in the new era. Under this circumstance, our country draws lessons from the western countries' community development experience, introduces the social work, and guides the social workers to intervene in the community construction. In recent years, in order to improve the level of community service and the professional quality of community workers, Taiyuan began to introduce full-time social workers to the community in 2007. But since the establishment of the post, few experts, scholars or institutions have investigated this group. Based on the investigation of full-time social workers in Taiyuan City, some full-time social workers were selected from the sample of the communities in the six districts of the city, and they were invited to fill out questionnaires and visit the communities for on-the-spot investigation. The questionnaire collected the relevant information about the current situation of the full-time social workers in the community from four aspects of the subjects' basic situation, work situation, living condition and future planning, which involved 20 variables. After the questionnaire was collected, the data collected were analyzed by the combination of quantitative and qualitative methods, and the advantages and problems of the community full-time social workers were found. Finally, according to the analysis results, the corresponding countermeasures and suggestions are put forward. The results are as follows: the full-time social workers in Taiyuan have the trend of younger, higher education, higher life satisfaction, and relatively stable working status. However, in the work, there are still the problems of heavy tasks and great pressure; in life, there is economic pressure because there is more than enough money to make ends meet; in addition, there is not a high degree of specialization in team building and management, and the actual work content is not consistent with the social work profession. Training results can not be implemented, low pay and promotion channels are not smooth and so on. In order to solve the above problems, improve the current situation of full-time community social workers in Taiyuan, coordinate and promote the healthy development of community full-time social workers, government departments should improve the construction and management system of community full-time social workers; The community should create the environment for the social workers to carry out professional services and strengthen the cohesion of the social workers, and the community full-time social workers themselves should apply the social work value concept, professional knowledge and helping others skills to the service practice. In order to further improve the level of community service and professional literacy of community social workers. Because of the limitation of time and the author's ability, this time, we did not check all the full-time social workers in Taiyuan, but only selected the full-time social workers from some communities as the research objects. The results are inevitably biased. At most, it can only be regarded as the primary study of full-time social workers in Taiyuan.
