深圳市南山区社工队伍建设问题及策略研究
[Abstract]:Since social science was restored in 1980, universities have gradually resumed social work courses, and social services have also developed rapidly. Under the background of the rapid development of market economy, more and more social needs must be satisfied, and the endless social contradictions are undoubtedly a new challenge to the government. Therefore, it is necessary to deepen the reform of the system and transform the government function from management to service. People rely solely on themselves or families in the past, and the way that neighbors solve problems and ask for services from the government leads to the return of government service functions. To this end, the central government has made a major decision to build a grand contingent of social workers. Under this background, Nanshan District, as one of the national pilot projects, first recruited a team of professional social workers from national colleges and universities, and then the team continued to grow in the form of government purchase. After six years of development, the team has gradually assumed the responsibility of application, and at the same time, there are some problems that affect its development, so it is necessary to carry out the strategy research and policy guarantee in time. Through the introduction of the characteristics, personnel structure, management system, selection and assessment system, salary standard and so on of the existing social workers in Nanshan District, this study is supplemented by a questionnaire and in-depth interviews to the social workers on the job. This paper comprehensively analyzes the problems existing in the construction of social workers in Nanshan District and the deep causes of the problems. In view of the phenomena, problems and causes, this paper provides four construction strategies. The first is to establish an echelon structure of the social work force to regulate responsibilities and levels. On this basis, the personal management strategy is aimed at the cognition, ability and professional conduct of the individual social workers that the district government needs to put forward in the process of purchasing and using social work services. The organizational management strategy is aimed at the overall development of the social worker team in Nanshan area as a group. Social management strategy is a strategic study involving the overall publicity and policy orientation in the implementation of social work services. Finally, by perfecting the existing social worker development system, encouraging the security system and the industry security system to ensure the effective implementation of relevant strategies. The purpose of this study is to study the present situation of social workers in Nanshan area, form the management strategy and safeguard measures to solve the problem and maintain the development, and provide theoretical and practical support for the further development of social work and the undertaking of social service functions in Nanshan District.
