日本老龄化对经济社会发展的影响及对策研究

【摘要】：随着人类社会的发展,生产力的提高,人类必将面临一个普遍性的问题,也就是人口老龄化。特别是近半个世纪来,科技力量高速发展,人们的经济、文化水平有了质的提高,人口老龄化问题已经成为许多国家首要解决的问题。人口老龄化,决定了构成社会劳动力与非劳动力之间的比例关系,人口老龄化越严重,将导致社会非劳动力人口基数增大,对应劳动力人口数量减少,必然影响到经济社会的发展,影响到资源的再次配置分布,影响到国民整体的收入水平。老龄化问题已经不单是一个人口数量的问题,已经发展为一个事关经济、政治、文化、人口规划等方面的战略性问题。老龄化问题已经刻不容缓,在许多国家,已经直接影响到国民生活的物质水平。日本已经成为全球老龄化最严重的国家,早在1970年,日本就已经进入到了老龄化社会,全国超过65岁的老人构成了全国人口的7.1%,而经过三十年的发展,日本的老龄化问题进一步加剧,给社会的各方面都带来了负面影响,无论是文化、教育,还是经济政治。如何解决日本的老龄化问题,直接关系着未来日本经济水平,影响着日本在国际上的大国地位。日本当局也早就意识到了这个严重的问题,所以一直以来都有研究如何面对老龄化日趋严重的问题,经过几十年的探索研究,日本积累的丰富经验教训,相关老龄化的法律、法规、政策都有出台,已经逐步构成了完善的老龄化应对机制。日本老龄化问题的研究探头,对中国来说,也是非常有借鉴意义的,相比于日本,中国进入到老龄化社会相对时间较晚,是在2000年才进入老龄化社会。虽然,中国和日本在社会、政治、经济等方面都有着很大的不同,但是仍有必要通过研究日本的老龄化问题作为中国老龄化问题应对措施的参照。
[Abstract]:With the development of human society and the improvement of productivity, mankind is bound to face a universal problem, that is, aging population. Especially in the past half century, with the rapid development of science and technology, people's economic and cultural level has improved qualitatively. The aging of population has become the most important problem in many countries. The aging of the population determines the proportional relationship between the social labor force and the non-labor force. The more serious the population aging, the larger the population base of the social non-labor force, and the smaller the corresponding number of the labor force population. It will inevitably affect the development of economy and society, the redistribution of resources and the income level of the whole nation. The problem of aging is not only a question of population, but also a strategic problem concerning economy, politics, culture, population planning and so on. Aging problem has been urgent, in many countries, has directly affected the material level of national life. Japan has become the most aging country in the world. As early as 1970, Japan has entered an aging society. People over the age of 65 in the country constitute 7.1 percent of the national population, and after 30 years of development, The aging problem in Japan is becoming more and more serious, which has brought negative influence to all aspects of society, whether it is culture, education, or economy and politics. How to solve the aging problem of Japan is directly related to Japan's economic level in the future and affects Japan's position as a big country in the world. The Japanese authorities have long been aware of this serious problem, so they have all along been studying how to face the increasingly serious problem of aging. After decades of exploration and research, Japan has accumulated rich experience and lessons, and relevant aging laws. Laws and regulations, policies have been issued, has gradually constituted a sound aging response mechanism. The research probe of Japan's aging problem is also of great significance to China. Compared with Japan, China entered the aging society relatively late, and entered the aging society only in 2000. Although there are great differences between China and Japan in social, political and economic aspects, it is still necessary to study the aging problem in Japan as a reference for China's aging problem.
