制度变迁下的知识治理:早期燕京学派的清河试验

【摘要】：本文将乡村建设运动置于民初政治制度变迁的大背景下进行考察,指出这一运动的性质在于,由知识分子推动的以抽象政治为出发点的制度改革向以民情经验为基础的社会治理转型。如何塑造能够支撑共和政治的社会与公民基础,成为乡村建设运动的主要任务;而这一目标也构成清河试验围绕"区域"理论而展开的社会治理实践的基本前提。早期燕京学派学者界定了以"市镇"为中心的自然社会的边界,并以"乡约"为底本构建了适应于中国历史民情特点的社会组织原则;同时,他们进一步将这一原则应用于清河试验区的组织建设中去,通过推动运销合作社、地方新闻业等社会事业,初步探索了中国社会地方自治的可行形态。
[Abstract]:This paper puts the rural construction movement under the background of the political system change in the early Republic of China, and points out that the nature of the movement lies in: The system reform based on abstract politics promoted by intellectuals is transformed into social governance based on the experience of the people. How to shape the social and civic foundation that can support Republican politics has become the main task of the rural construction movement, and this goal also constitutes the basic premise of the practice of social governance carried out by the Qing River experiment around the theory of "region". The early Yanjing scholars defined the boundary of the natural society centered on "town", and constructed the social organization principle adapted to the characteristics of Chinese history and people. They further applied this principle to the organization and construction of the Qinghe experimental area, and explored the feasible form of local autonomy in Chinese society by promoting the cooperative of transportation and marketing, local journalism and other social undertakings.
