公民资格与社会权利：马歇尔福利思想研究

【摘要】：社会福利思想对现代社会的福利发展起着重要的推动作用。在西方国家的福利建设与发展过程中,马歇尔以公民资格为基础的福利思想不仅为资本主义福利国家的合法性提供了理论解释,同时也深远地影响了60、70年代欧洲其他国家的福利建设。马歇尔从历史的角度解读公民资格的发展,揭示了只有社会权利嵌入公民资格之后,公民资格才获得了完整意义。福利国家制度化的社会保障制度保障了人们公民资格的充分享有,反过来说,福利国家的社会保障是公民基于共同体成员资格而理应享有的权利。马歇尔以公民资格为基础的社会福利观念追求普遍平等和人的自由的实质和价值。但是,马歇尔基于公民资格的社会福利思想并不是完美的,一方面是来自于理论本身的内在矛盾,另一方面社会大环境的变化削弱了马歇尔福利思想存在的现实基础。共和主义公民资格的复兴以及第三条道路的提出为我们思考马歇尔福利思想的未来提供了思考的方向。 本文通过着眼于英国社会福利实践及公民资格发展的历史脉络,围绕公民资格、社会权利、福利国家三者及其内在关系,深入分析马歇尔福利思想追求普遍平等和人的自由的实质和价值,同时探讨马歇尔基于公民资格的福利思想在新形势下受到的挑战及未来的发展方向,力求而从广度和深度上对马歇尔福利思想进行全把握。对马歇尔福利思想的研究,不仅有助于我们更好解读资本主义福利国家制度,同时也为当前我国的社会福利思想的完善及社会保障制度建设提供借鉴意义。
[Abstract]:The thought of social welfare plays an important role in promoting the development of modern society. In the process of welfare construction and development in western countries, Marshall's welfare thought based on citizenship not only provided a theoretical explanation for the legitimacy of capitalist welfare state. It also had a profound impact on welfare construction in other European countries in the 1960s and 1970s. Marshall interprets the development of citizenship from the historical point of view and reveals that only when social rights are embedded in citizenship can citizenship gain complete significance. The institutionalized social security system of the welfare state guarantees the full enjoyment of people's citizenship. On the contrary, the social security of the welfare state is the right that citizens should enjoy on the basis of community membership. Marshall's concept of social welfare based on citizenship pursues the essence and value of universal equality and human freedom. However, Marshall's social welfare thought based on citizenship is not perfect. On the one hand, it comes from the inherent contradiction of the theory itself, on the other hand, the change of social environment weakens the realistic foundation of Marshall's welfare thought. The revival of Republican citizenship and the third way provide a direction for us to think about the future of Marshall's welfare thought. This paper focuses on the historical context of British social welfare practice and the development of citizenship, focusing on citizenship, social rights, welfare state and their internal relations. This paper deeply analyzes the essence and value of Marshall's welfare thought in pursuit of universal equality and human freedom. At the same time, it probes into the challenge and future development direction of Marshall's welfare thought based on citizenship in the new situation. And from the breadth and depth of Marshall's welfare thought to be fully grasped. The study of Marshall's welfare thought not only helps us to better understand the capitalist welfare state system, but also provides a reference for the improvement of our country's social welfare thought and the construction of social security system.
