非下岗类待业贫困工人的人力资本研究

【摘要】:国有企业在深化改革的过程中,按照市场经济的客观规律进行结构调整、优化组合,有些工人还未离开本人的工作岗位,但由于企业经营不景气等物质原因,对于劳动力市场而言,他们是“半失业者”,但又不同于一般失业者。他们还保留着与企业的劳动关系,还保留着包括养老和医疗保险等在内的职工待遇。这类工人就是“非下岗类待业贫困工人”。社会关系网络是指:“通过社会关系获得的资本,这些资本可以是人力资本、文化资本、个人资源的占有等等,是期望在市场中得到回报的社会关系的投资”。在人力资本与社会关系网络的关系研究中,科尔曼提出,社会关系网络有助于人力资本的生产。联系广泛的父母和社会关系可以提高个人获得好的教育、培训与技能、知识证书的机会。人力资本与社会关系网络的关系,顾名思义应该是人力特征与资本特征的结合,也就是指特定行为主体通过投入一定成本可以获得的,并能够实现价值保值增值的,依附于个人身上的价值存量。本文将非下岗类待业贫困工人的人力资本定义为:非下岗类待业贫困工人在教育程度、职业技能和健康等方面的投资结果。根据这个定义,本文认为,非下岗类待业贫困工人的人力资本提升应该是:非下岗类待业贫困工人通过文化学习、技术培训、在职进修及深造等方式,来提高其自身的人力资本存量。 本文从最基本的概念出发,诠释了“非下岗类待业贫困工人”、“人力资本”和“社会关系网络”的价值内涵,解释了“人力资本”和“社会关系网络”的互动关系。通过大量实际的问卷调查研究,分析了非下岗类待业贫困工人的人力资本提升障碍,包括几点:国家大的宏观经济改制背景;非下岗类待业贫困工人的人力资本提升的传统途径分析;社会关系网络对待业贫困工人的人力资本提升的影响分析。根据提升障碍的分析,进而提出长春市非下岗类待业贫困工人的人力资本提升的对策及建议,包括几点:加快国企改制,充分发挥政府在再就业工程中的宏观决策者的职能;提升人力资本,使待业者中的多数人尽快充分就业;提升社会资本,促进人力资本的提升,尽快充分就业。
