论社会保障的互助共济性

【摘要】：互助共济是一种精神,也是一种方法。基于整体把握损失规律的可能性和个体把握损失规律的不可能性,互助共济成为处理风险的有效方法。社会保障是国家关于风险管理的一项基础性制度安排,互助共济是其天然属性。基于风险的射幸性,社会保障能够实现健康者与伤病者之间、长寿者与短寿者之间、失能者与健全者之间、在业者与失业者之间、顺境者与困境者之间、雇主之间的互助共济;基于制度的强制性,社会保障能够实现不同收入群体之间、代际之间、地区之间的互助共济。深化社会保障制度改革,必须坚持互助共济性。建议:(1)社会保险制度实行"统账分离";(2)选择适宜的社会保险统筹层次;(3)高度重视代际均衡问题;(4)加快发展补充性保障;(5)弘扬社会保障的互助共济精神。
[Abstract]:Mutual assistance is not only a spirit, but also a method. Based on the possibility of grasping the law of loss as a whole and the impossibility of individuals grasping the law of loss, mutual assistance and solidarity has become an effective method to deal with the risk. Social security is a basic institutional arrangement of national risk management, and mutual assistance is its natural attribute. Based on the luck of risk, social security can realize mutual assistance and mutual assistance between healthy and sick, between long-lived and short-lived, between the disabled and the healthy, between the unemployed and the unemployed, between the people in need and in need, and between employers. Based on the mandatory system, social security can realize mutual assistance and mutual assistance among different income groups, generations and regions. To deepen the reform of the social security system, we must adhere to the nature of mutual help and mutual benefit. It is suggested that: (1) the social insurance system should be separated from each other; (2) the appropriate level of social insurance planning should be selected; (3) the problem of intergenerational balance should be attached great importance; (4) the development of supplementary security should be accelerated; and (5) the spirit of mutual assistance and mutual assistance of social security should be carried forward.
