上海合作组织框架下中俄经贸合作探析

【摘要】：两国经济关系的相互依赖程度是政治关系得以维持的基础，中俄经贸关系经过二十几年的发展，取得了很大成果。在上世纪九十年代末，双边外交与多边外交已经几乎受到同等程度的重视，多边外交与双边外交在某种程度上起着相互促进作用。2001年，上海合作组织成立，同年中俄经贸额突破100亿美元大关。经济和安全是上海合作组织的“双核心”，上海合作组织是中亚地区稳定的重要支柱，同时也是中国开展多边外交、经济外交的一个重要平台。本文从国际组织的功能出发，试图探索上海合作组织成立十三年来对中俄经贸合作关系的影响。在经济全球化的时代，上海合作组织的经济职能是除安全职能外最重要的职能，，中俄两国不断推动上海合作组织的发展，由于上海合作组织本身的经济职能，在上海合作组织框架下的中俄经贸合作取得了新的成果，同时分析上海合作组织对中俄经贸合作中存在问题的解决方面发挥哪些作为多边组织的作用，最后提出了提升上海合作组织框架下的中俄经贸水平的对策建议，进而阐述上海合作组织的发展和中俄经贸的提升、中国提出的“丝绸之路经济带”建设、中国周边外交战略的实施、区域经济的发展有着紧密的联系。
[Abstract]:The economic relations between the two countries mutual dependence is the basis to maintain political relations, Sino Russian economic and trade relations after more than 20 years of development, has made great achievements in the last century. This article from the function of international organizations the Shanghai cooperation organization, tries to explore the influence of economic and trade cooperation between China and Russia was founded thirteen years ago. In the era of economic globalization, the economic position of Shanghai Cooperation Organization It is in addition to safety functions most important functions that China and Russia continue to promote the development of the Shanghai cooperation organization, the economic function of Shanghai cooperation organization itself, in the framework of the Shanghai Cooperation Organization under the economic and trade cooperation between China and Russia has made new achievements, at the same time, analysis of the Shanghai cooperation organization to solve the problems of Sino Russian economic and trade cooperation in play as what the role of multilateral organizations, and finally puts forward some suggestions to improve the level of Sino Russian economic and trade framework of the Shanghai cooperation organization, the Shanghai cooperation organization and the development of Sino Russian economic and trade promotion, the construction of the Silk Road China proposed economic zone, the implementation of China diplomatic strategy, is closely related to the development of the regional economy.
