【摘要】:本文以宗教和全球治理为分析框架,以巴哈伊国际社团与联合国的互动为案例,围绕巴哈伊教世界共同体的治理模式、倡议策略、协商决策文化、发展观和联合国改革方案等议题展开研究和分析,展示了巴哈伊教的观念、文化和社会实践与全球治理的联系。 本文研究发现,巴哈伊教世界共同体的治理模式既表现出鲜明的宗教文化特征,又体现了现代民主制度的基本特点,代表当代全球性公民社会组织的一种民主治理模式,对全球治理的制度建设具有一定启发价值。 巴哈伊国际社团在联合国的倡议活动以促进世界和平为宗旨,同时涉及人权、妇女和社会发展等多个领域;强调承认人的精神本质、促进国际团结和共识对全球治理的重要意义;并利用巴哈伊教世界共同体的组织网络在地方、国家和国际层面开展协调一致的游说和公共教育活动。二十世纪九十年代以来,巴哈伊国际社团在联合国公共政策进程中扮演了突出的角色。 通过把巴哈伊教的协商决策模式输入到非政府组织联盟的运作机制,巴哈伊国际社团扮演了公民社会协调者和共识促进者的角色。这种协调和共识促进功能有助于整合公民社会的政治能量,提高公民社会参与联合国政治进程的效能,对全球化时代国际合作模式的发展演变具有一定的借鉴意义。 巴哈伊发展观倡导综合运用科学和宗教的资源,以精神发展带动和促进物质发展,代表了世界宗教共同探索替代发展模式的最新成果。通过参与世界宗教与发展对话、参与国际发展研究项目,在印度和巴西等主要发展中国家发起科学、宗教与发展关系的探讨,巴哈伊发展观已经开始影响国际发展话语。 巴哈伊国际社团的联合国改革方案以巴哈伊教经典关于世界新秩序的论述为基础,倡导联合国改革应以建立世界政府为长远目标,其联合国改革思路符合当代相互依存不断深入发展的趋势,在一定程度上反映了公民社会要求建立更加有效的全球治理机制的愿望。它提出的联合国改革建议,有些已经被联合国实施,有些被纳入联合国的改革计划,大部分建议与一些有影响的非官方的联合国改革建议不谋而合,说明了巴哈伊教对世界秩序的发展演变具有某种预见性。鉴于巴哈伊教以协助各国建立世界联邦为目标,巴哈伊教世界共同体未来与联合国系统之间的互动可能会呈现出广阔的前景。
[Abstract]:This paper takes religion and global governance as the analytical framework, taking the interaction between the Baha'i International Society and the United Nations as an example, revolves around the governance model of the Baha'i World Community, proposes strategies, and negotiates the culture of decision-making. The concept of development and the United Nations reform programme have been studied and analyzed to demonstrate the links between Baha'i ideas, cultural and social practices, and global governance. This paper finds that the governance model of the Baha'i World Community not only shows distinct religious and cultural characteristics, but also embodies the basic characteristics of modern democratic system. A democratic governance model representing the contemporary global civil society organization has certain enlightening value for the system construction of global governance. The initiative of the Bahai International Community at the United Nations aims at promoting world peace and covers a wide range of areas such as human rights, women and social development; Emphasizing the importance of the recognition of the spiritual nature of the human person and the promotion of international solidarity and consensus for global governance; And coordinated lobbying and public education activities at the local, national and international levels, using the network of organizations of the Baha'i World Community. Since 1990s. Bahai International played a prominent role in the United Nations public policy process. By incorporating the Baha'i consultative decision-making model into the operational mechanism of the NGO coalition. The Bahai International Society acts as the coordinator and facilitator of civil society. This coordination and consensus promotion function helps to integrate the political energy of civil society. Improving the effectiveness of civil society participating in the political process of the United Nations has certain reference significance for the development and evolution of international cooperation mode in the era of globalization. Bahai concept of development advocates the comprehensive use of scientific and religious resources to promote and promote material development through spiritual development. Represents the latest fruits of the joint exploration of alternative development models by world religions. Through participation in the dialogue on world religion and development and in international development research projects, science has been launched in major developing countries, such as India and Brazil. The relationship between religion and development, Bahai concept of development has begun to influence international development discourse. The United Nations reform plan of the Bahai International Association is based on the discussion of the new world order in the Baha'i canon, and advocates that the long-term goal of the United Nations reform should be to establish a world government. Its approach to United Nations reform is in line with the deepening trend of contemporary interdependence and, to a certain extent, reflects the desire of civil society to establish more effective mechanisms of global governance. Some have been implemented by the United Nations, others have been included in the United Nations reform plan, and most of the recommendations coincide with influential unofficial United Nations reform proposals. This shows that the Baha'i religion has some foresight on the development and evolution of the world order, since the Baha'i religion aims to assist countries in establishing a world federation. Future interactions between the Baha'i World Community and the United Nations system may present broad prospects.
