中国海外安保体系建构刍议

【摘要】：中国"走出去"规模的急剧扩大导致海外安全需求增加,而安全供给的严重不足则诱发了"高风险、低安保、损失重、救济弱"的安全困境。为化解矛盾,中国亟须构建与海外安全利益相匹配的海外安保体系。这既能为"一带一路"建设提供支持,又能拓展护侨手段,还能为海外维和提供后勤保障。中国应借鉴发达国家经验,在继续运用"自上而下"的外交与政治手段的同时,辅之以"自下而上"的市场与民间手段,打造立体防护体系。在继续发挥政府主导作用的同时,应充分调动社会和市场主体的积极性,打破横向分隔,以建立一种跨单元的横向协作型海外安保体系。中国应从海外安全保障的供给侧角度出发,在国家安全委员会的统筹下建构"五位一体"的海外安保体系,以领事保护机制为核心,以企业、私营安保公司、保险公司、海外侨团为支柱,相互配合、相互支撑,形成一个官民结合、体系完备、运转有序、反应快速的横向协作型互动架构,从而实现海外安全供给的长期性、稳定性和连续性。

China should learn from the experience of developed countries, continue to use diplomatic and political means from top to bottom "at the same time, supplemented by" market and folk means from bottom to top ", build three-dimensional protection system. In the play the leading role of the government at the same time, we should fully mobilize the enthusiasm of the society and the main body of the market, break the horizontal separation, to establish an inter unit cooperation overseas security system. Chinese should from overseas security supply side Point of view, the construction of "five in one" overseas security system in the National Security Council under the aegis of the consular protection mechanism as the core, to the enterprise, private security companies, insurance companies, overseas overseas Chinese organizations as the pillar, mutual cooperation, mutual support, the formation of a government bond, complete system, orderly operation, quick response transverse cooperative interaction framework, so as to realize the long-term supply of overseas security, stability and continuity.
