“维基解密”及其对国际关系的影响

【摘要】：维基解密事件曾在国际社会产生重大轰动。维基解密所揭秘的内容都是国际上影响力特别大的事件。国际社会上的重大秘密实质上是一种信息。维基解密本质上讲属于国际传播的范畴。维基解密现象的出现使人们在很多方面都产生了新的思考。维基解密首先揭示了新闻自由与国家安全之间的关系问题。新闻自由与国家安全密切相关,他们之间是相互影响和相互制约的关系。随着网络时代的发展,关系发生的方式出现了新的发展,网络外交开始成为一国国家外交战略的一部分。转变外交方式,充分利用网络成为新时代下的新的国家外交战略。维基解密其次揭示了信息与民主权利之间的关系问题。公民个体自觉的传播使得言论自由获得极大的空间。公民知情权是监督公共权力的有效手段,是保护公民自身利益的需要,是消除谣言,稳定社会秩序和社会发展的需要。维基解密在某种程度上有助于提高公民的权利意识,同时也有助于平衡国际社会中的信息不对称状况。维基解密对国际关系也产生了巨大影响。维基解密产生的影响概括起来讲就是相互依赖条件下的国际行为体的关系发生手段的更新对传统国际体度的产生巨大的冲击作用。这种冲击包括国际关系主体多元化、网络时代的安全成为全球治理的新课题、新的发生机制的变化使国家战略发生重大变化。研究维基解密现象及其发生机制对于我们正确了解国际社会动态,及时把握时代特征,积极维护国家利益和公民权利具有重要意义。
