对中国融入国际机制的分析与思考

【摘要】：国际机制是各国开展集体行动的工具。是当今国际秩序的基础，是国际社会和平与发展的重要保证，是促成国际合作的催化剂。在国际社会中发挥着广泛而深刻的作用。经济全球化和一体化的发展，将国际社会中的行为体紧密地联系在一起，在相互依赖越来越紧密的新时代，任何一个国家都不可能游离于整个国际社会而独立发展，一个国家的国际化程度直接体现在对国际机制的融入程度。中国作为当今国际社会的一个大国，对国际机制的参与经历了一个漫长的过程，对待国际机制的态度也在不同时期有着不同的表现。本文首先探讨了国际机制的定义、理论渊源和理论流派，并总结出国际机制的功能性与局限性。然后以历史分析法和案例分析法为主要研究方法，对中国融入国际机制的历史进程进行系统分析，梳理了中国对待国际机制态度的四个阶段：消极抵制、消极参与、积极参与、全面参与及积极构建。并运用案例分析法，以上海合作组织、朝核六方会谈为例，探讨中国在积极倡导国际机制方面的作为，并分析出中国在国际机制构建方面话语权的进一步提升，，以及对世界和平所作出的巨大贡献。通过梳理中国对待国际机制的态度，探究中国融入国际机制的内部因素和外部因素，结合国际社会的历史与现实分析中国融入国际机制所面临的阻碍和困难，并进一步思考应该采取的对策。
[Abstract]:The international machinery is the instrument of collective action by States... the foundation of today's international order and an important guarantee of peace and development for the international community, Is the catalyst for international cooperation. It plays a broad and profound role in the international community. The development of economic globalization and integration has closely linked the actors in the international community in a new era of growing interdependence, No country can develop independently from the entire international community. The degree of internationalization of a country is directly reflected in its degree of integration into international machines.China is a major country in the international community today. The participation of international mechanism has gone through a long process, and the attitude towards international mechanism has been different in different periods. This paper first discusses the definition of international mechanism, theoretical origin and theoretical school, and summarizes the function and limitation of international mechanism. Then, historical analysis method and case analysis method are taken as the main research methods. This paper makes a systematic analysis of the historical process of China's integration into the international mechanism, and combs the four stages of China's attitude towards the international mechanism: passive resistance, passive participation, active participation, full participation and active construction. Taking the six-party talks of the Shanghai Cooperation Organization and the DPRK nuclear power as an example, this paper discusses China's actions in actively advocating international mechanisms, and analyzes the further enhancement of China's voice in the construction of international mechanisms. And great contributions to world peace. By combing China's attitude towards international mechanisms, we will explore the internal and external factors for China's integration into international mechanisms. Combined with the history and reality of the international community, this paper analyzes the obstacles and difficulties that China faces in joining the international mechanism, and further considers the countermeasures that should be taken.
