公民网络参与南海权益维护的政治价值及引导策略

【摘要】：公民网络参与南海权益维护对于满足政府公共管理的合法性、提高政府公共决策的有效性、提升网民自身的网络政治素养、唤醒中国社会的海洋权益意识具有重要的政治价值。当前,围绕国家南海权益问题讨论、南海特定冲突事件、政府南海权益维护、国际社会南海言论、周边国家南海行动等政治议题,形成了广泛的公民网络参与。为更好实现公民有序的网络参与,需要在一般性网络引导策略的总体指导下,掌握不同类型南海权益维护政治议题的网络参与引导需求,采取有针对性的分类引导策略。
[Abstract]:Civil network participation in the maintenance of rights and interests in the South China Sea can satisfy the legitimacy of government public management, improve the effectiveness of government public decision-making, and enhance the Internet political literacy of Internet users themselves. It is of great political value to awaken the awareness of maritime rights and interests in Chinese society. At present, there are discussions on the rights and interests of the national South China Sea, specific conflicts in the South China Sea, government rights and interests in the South China Sea, and comments by the international community in the South China. Political issues such as the South China Sea Action of the neighboring countries have formed a wide range of citizen network participation. In order to better realize the orderly network participation of citizens, we need the overall guidance of the general network guidance strategy. To grasp the different types of South China Sea rights and interests of the political issues of network participation guide demand, adopt targeted classification guidance strategy.
