参与国际机制—中国化解国际压力的战略选择

【摘要】：全球化的不断发展使世界各国的相互依赖程度不断加深,任何一个国家都不可能脱离国际社会而独立发展,主权国家需要在国际社会谋求发展并拓展自身利益。国际机制在协调国家利益、促进国际合作,以及限制国际行为等方面具有重要作用,国家可以通过参与国际机制,以机制促成国际社会成员之间的合作与对话、协调国际关系,为自身的发展营造和平的外部环境。中国对于国际机制的参与先后经历了消极抵触、有选择的参与和全面参与三个阶段,全面参与国际机制使中国获得了前所未有的发展机遇,中国的国际影响力得以提升。与此同时,国际机制本身固有的缺陷、国际社会对于中国的复杂态度,以及中国自身实力的限制,中国在国际机制中还难以发挥更大的作用。但不可否认的是,中国已是国际机制的重要参与者。进入二十一世纪,中国的实力和国际影响力迅速提升,中国在成为世界焦点的同时,也面临着来自于政治、经济、军事、文化等安全领域的国际压力与挑战,随着国际环境的变化和国际格局的演变,中国的发展还会出现更多新的问题,中国也将面临新的挑战。而参与国际机制能够解决中国在国际社会面临的现实问题,降低武力解决主权与领土争端的可能性,减少对外贸易摩擦的损失,抑制恐怖主义对于边疆安全的威胁,化解国际社会的舆论压力。为了使中国在参与国际机制的过程中少走弯路,以谋求更高的国家利益,必须遵循一定的策略。在基本的策略思路上,应当把握好我国的国家实力与国际地位,明确参与国际机制的目标,突破国际机制的局限性,重视理论研究与观念。而在实际的操作中应当在提高国家实力的基础上,更加积极地参与国际机制并在国际社会上树立负责任的大国形象。随着中国实力的提高,中国的外交战略将走向成熟,在对于国际机制的参与中,中国将不仅仅是全球性国际机制的参与者,而且将成为地区性国际机制的主导者。
[Abstract]:With the continuous development of globalization, the degree of interdependence of the countries of the world is deepening, and no country can develop independently from the international community, Sovereign States need to pursue the development and expansion of their interests in the international community. International mechanisms have an important role to play in coordinating national interests, promoting international cooperation and limiting international behaviour, and States can participate in international mechanisms, Through mechanisms to promote cooperation and dialogue among members of the international community, to coordinate international relations, and to create a peaceful external environment for their own development. China has experienced negative resistance to the participation of international mechanisms. Selective participation and full participation in the three stages, full participation in the international mechanism has given China unprecedented opportunities for development and China's international influence has been enhanced. At the same time, the international mechanism itself is inherently flawed. The complex attitude of the international community towards China and the constraints on China's own strength make it difficult for China to play a greater role in the international machinery. But it is undeniable that China has become an important participant in the international machinery. In 21th century, China's strength and international influence have increased rapidly. While China has become the focus of the world, it is also facing international pressure and challenges from political, economic, military, cultural and other security fields. With the changes in the international environment and the evolution of the international structure, there will be more new problems in China's development, and China will also face new challenges. Participation in international mechanisms can solve the real problems that China faces in the international community. Reducing the possibility of resolving sovereignty and territorial disputes by force, reducing the loss of foreign trade friction, and suppressing the threat of terrorism to the security of the frontier, In order to reduce the detours in the process of China's participation in international mechanisms and to seek higher national interests, we must follow certain strategies. In terms of basic strategic thinking, We should grasp our country's national strength and international status, make clear the goal of participating in international mechanism, break through the limitation of international mechanism, attach importance to theoretical research and concept. To participate more actively in international mechanisms and to establish a responsible image of a major power in the international community. With the increase of China's strength, China's diplomatic strategy will mature, and in its participation in international mechanisms, China will not only be a participant in global international institutions, but also a leader in regional international institutions.
