地区认同视角下东盟社会文化共同体探析

【摘要】：国际关系理论中的地区认同,是一定地区内各国家行为体区别于其他行为体的基本特性,是国家在地区互动和交往过程中获得的自我且不同于他者的身份,强调社会文化的相似性与共同利益需求在影响国家行为的过程中所发挥的重要作用。建构主义的认同理论从影响认同的核心要素出发,注重分析观念、规范、认同与国家利益之间的相互关系,探讨塑造共同意识、构建地区机制、寻求共同利益对地区认同形成的重要作用。同时以此为基础,强调这些要素决定着地区内国家的价值选择、身份界定、行为方式和利益互动,并深刻影响着地区共同体建设的基本进程。东盟各国内部在种族、语言、宗教信仰以及民族文化等方面呈现出多样性的特点,这加剧了相互之间本来就存在的差异性,由此使得塑造地区认同成为东盟区域一体化建设的首要任务。作为东盟共同体建设的重要组成部分,东盟社会文化共同体即是以尊重各国文化差异性为基础,通过加强社会文化领域的交流与互动,促进国家间相互认可和共同意识的形成,最终构建起基于地区认同的集体身份。东盟社会文化共同体的建设是一个渐进的过程,其发展经历了萌芽、发展和形成三个基本阶段。通过对其发展阶段进行梳理,我们不难发现东盟社会文化共同体在促进地区认同进程中发挥的重要作用,同时能够总结出东盟社会文化共同体建设的具体做法和主要成果,还能发现其建设过程中存在的问题及其原因。本文通过对地区认同相关概念和理论的总结,试图建立一套效果评估标准和分析框架。在此基础上,结合东盟社会文化共同体建设的发展历程、具体做法对其现有成果进行评估,发现存在的问题,探索相应的对策。全文共分为以下六个部分:第一部分为引言,着重阐述论文问题的提出以及选题意义、国内外学者对这一问题的研究现状、本文拟使用的研究方法。第二部分为对分析框架的构建,通过对相关概念的分析以实现对地区认同基本内涵的初步了解,同时介绍建构主义的地区认同观,并以此为基础确定评估东盟社会文化共同体构建成果的基本标准,并在之后用以对具体问题进行分析。第三部分主要介绍东盟社会文化共同体建设的基本历程,以东盟共同体建设的重要节点为依据划分为萌芽阶段、发展阶段和形成阶段等三个阶段,并探讨地区认同在其发展的各个阶段所产生的重要影响。第四部分着重展示东盟社会文化共同体建设取得的既有成果,根据东盟已实施的政策总结出四个基本特点,并依托东盟在社会文化共同体建设基本进程中所出台的各项文件,对各特点下的具体做法进行介绍和分析。第五部分强调用前文提出的评估标准对东盟社会文化共同体的现有成果进行评估,同时分析在这一过程中存在的不足之处,提出相应的应对措施,从而为之后共同体的继续推进提供一定的参考。第六部分为本文的结语部分,主要是对本文的基本内容进行总结,并提出自已对东盟社会文化共同体发展的基本看法。
[Abstract]:The theory of international relations in the regional identity, is the basic characteristics of the national behavior within a certain area is different from the other actors in the area, is the national interaction and communication in the process of self and is different from other social and cultural identity, emphasizing the similar play and common interests in the process of state act in an important role of constructivism theory from the core element of identity recognition based on analysis of the concept, standard, the relationship between identity and national interests, to explore the shape of common sense, to build regional mechanism, seek common interests on the important role of regional identity formation. At the same time on the basis of these factors, that determines the choice of area national identity value, behavior and interests interaction, and a profound impact on the basic process of regional community construction. ASEAN countries within the race, language National, religious beliefs and cultural aspects of diversity, which exacerbated the differences between them are already exists, thus shaping the regional identity become the primary task of ASEAN regional integration construction. As an important part of the construction of the ASEAN community, ASEAN socio cultural community is to respect the cultural differences between countries as the foundation, by strengthening the communication and interaction of social and cultural fields, promote the formation of mutual recognition between countries and the common sense, finally construct the identity of collective identity. Based on the construction of the ASEAN socio cultural community is a gradual process, its development experienced germination, formation and development of three basic stages. Through combing the development on the stage, it is not difficult to find the important role of ASEAN socio cultural community in promoting the regional identity in the process, at the same time can be summed up in the East And the main results of the specific practices of the construction of union social and cultural community, but also find the existing problems in the process of building and its reasons. Based on the identity of the related concepts and theoretical summary, tries to establish a set of evaluation criteria and analysis framework. On this basis, combined with the development of the ASEAN socio cultural community construction, practice to evaluate the existing results, found out the problems and explore the corresponding countermeasures. This paper is divided into six parts: the first part is introduction, focusing on the problem and the significance, domestic and international research on this problem, the method of study in this thesis. The second part is on the analytical framework, through the analysis of related concepts in order to achieve a preliminary understanding of the basic connotation of regional identity, and introduces the constructivism area identity, and as Determine the basic standard of evaluation of the ASEAN socio cultural community construction achievements of the foundation, and after the analysis of specific issues. The third part mainly introduces the basic process of ASEAN socio cultural community construction, to the construction of an important node of the ASEAN community is divided into the embryonic stage, development stage and formation stage of three stages, and the important influence to explore the regional identity generated at various stages of their development. The fourth part focuses on the construction of the ASEAN socio cultural community display the achievements, according to the implementation of the policy of ASEAN has summed up the four basic characteristics, and relying on the documents issued in the basic process of ASEAN socio cultural community construction, the concrete practice of the characteristics the introduction and analysis. The fifth part emphasizes the proposed evaluation criteria of existing achievements of the ASEAN socio cultural community. For evaluation, and analysis of the deficiencies in the process, put forward the corresponding countermeasures, so as to continue to promote the community to provide a reference. The sixth part is the conclusion of this paper, mainly is the basic contents of this paper are summarized, and put forward the basic view of the ASEAN socio cultural community development.
