中国在非洲的负责任行为研究

【摘要】：自亚洲金融危机以来,中国发挥"负责任大国"作用的努力持续深入,"负责任大国"的形象日趋丰满。与其他地区相比,中国在非洲发挥的作用仍有其独特性,主要体现为三方面,即:中国一贯主动地、单向地设定在非洲的自我责任;绝不向非洲强加各种消极意义上的责任;与非洲携手共同促进涉及中非双方的国际责任的承担。但是,中非之间存在有关相互责任的期望差距,特别是非洲更多向中国提出消极意义上的责任要求,为中非双方带来潜在不利影响。要夯实中非利益共同体、建构中非命运共同体,就必须完善中非责任共同体建设,特别是遵循一种双向的、合理的和积极的责任界定。
[Abstract]:Since the Asian financial crisis, China's efforts to play the role of "responsible power" have continued to deepen, and the image of "responsible power" has become increasingly full. Compared with other regions, China's role in Africa remains unique. It is mainly embodied in three aspects: China has always taken the initiative and unilaterally set up its own responsibility in Africa, and will never impose any negative sense of responsibility on Africa; Join hands with Africa to promote the assumption of international responsibilities involving both China and Africa. However, there is a gap in expectations of mutual responsibility between China and Africa, and in particular, Africa has made more negative demands on China for responsibility, In order to strengthen the community of interests of China and Africa and construct the community of destiny of China and Africa, we must perfect the construction of the Community of responsibility of Central Africa, especially follow a kind of bidirectional, reasonable and positive definition of responsibility.
