非传统安全合作中的国家权利因素

【摘要】： 非传统安全是当今世界许多国家在安全领域所考虑的首要问题，而非传统安全自身的属性也要求国家必须以合作的方式才能达到自身的安全。然而，国家间在这一领域中的行为并不总是合作的，由于非传统安全的原因而出现的国际冲突也是时有发生。国家权力是国际政治的重要议题之一，国家权力由军事、经济和地缘等因素所构成的硬权力和由观念、文化、制度等因素所构成的软权力两部分组成，其中硬权力具有决定性意义。国家权力表现为国家间基于权力的差异而形成的国际权力结构以及国家以权力为基质而制定的对外政策两方面。非传统安全领域中的国家行为受国家权力因素的强烈影响，在不同的国际权力结构中国家在非传统安全领域中的行为不同，而实行不同对外战略的国家在非传统安全领域中的行为也不尽相同。本文的第一部分主要论述非传统安全的定义、特征以及非传统安全对于国际安全合作的影响，，以期对非传统安全、国际安全合作做以初步的认识。本文的第二部分主要论述国家权力的概念及相关特征，指出国家权力包括硬权力和软权力两部分，同时国家权力的性质由国际权力体系和国家对外战略两方面因素决定。本文的第三部分以国际权力结构为背景论述国家权力对非传统安全合作的影响，指出由于国际权力体系的不同状态，国家间在非传统安全领域会表现出不同的行为。本文的第四部分则在国家对外战略的维度下分析国家权力在非传统安全合作中的作用，指出不同的国家战略同样会在国家间非传统安全合作的行为中发挥重要作用。
[Abstract]:Non-traditional security is the primary issue that many countries in the world consider in the field of security today, and the attribute of non-traditional security also requires that countries must cooperate in order to achieve their own security. Inter-State behaviour in this area is not always cooperative, and international conflicts arising out of non-traditional security are frequent. State power is one of the most important issues in international politics. State power consists of two parts: the hard power composed of military, economic and geographical factors, and the soft power composed of concept, culture, system and so on. The international power structure based on the power difference and the foreign policy made by the state based on the power are the decisive ones. The behavior of state in non-traditional security field is strongly influenced by the factors of state power. In different international power structure, the behavior of state in non-traditional security field is different. Countries with different foreign strategies behave differently in non-traditional security areas. The first part of this paper mainly discusses the definition and characteristics of non-traditional security and the impact of non-traditional security on international security cooperation in order to make a preliminary understanding of non-traditional security and international security cooperation. The second part of this paper mainly discusses the concept and related characteristics of the state power, points out that the state power includes hard power and soft power, and the nature of the state power is determined by the international power system and the national external strategy. The third part of this paper discusses the influence of state power on non-traditional security cooperation under the background of international power structure, and points out that due to the different states of international power system, different countries will behave differently in the field of non-traditional security. The 4th part of this paper analyzes the role of state power in non-traditional security cooperation under the dimension of national foreign strategy, and points out that different national strategies will also play an important role in the behavior of non-traditional security cooperation among countries.
