日本海洋能源战略的实施及其对华启示

【摘要】：日本国内能源匮乏,近年的核电发展计划又因安全事故受阻,故能源战略的目光更多投向了海洋。因地缘战略与经济发展多方面考虑,日本在与邻国的海洋争端中多表现出逼人态势,推行冲之鸟"变礁为岛"计划,试图将其作为大陆架基点扩大其专属经济区范围,进而获取此海域海洋能源的开发权利,同时对南鸟岛的稀土资源开发也不断推进。而在中日争议的东海能源问题上,不断对中国春晓油气田发难,阻挠中方的正常采掘。且在钓鱼岛海域积极布控,试图在维持其军事存在的同时,获取附近的丰富能源。日本政府与民间通过多部法律法规,共同推动其21世纪海洋能源战略。中国须对日方的众多措施予以厘清,掌握其战略思想、熟悉其行动规则、借鉴其方式方法,最终保障中国能源安全并顺利完成能源战略构想。
[Abstract]:Japan is short of domestic energy, and its nuclear power development plans in recent years have been hampered by safety accidents. Therefore, the energy strategy is more focused on the sea. Because of geostrategic and economic development, In its maritime disputes with its neighbours, Japan has often shown a compelling posture by carrying out the "reef-island" plan of the flushing birds, in an attempt to expand the scope of its exclusive economic zone as the basis point of the continental shelf and thus acquire the right to develop marine energy in this sea area. At the same time, the development of rare earth resources in Nanyao Island has also been continuously promoted. On the energy issue in the East China Sea that has been disputed between China and Japan, it has been constantly making difficulties with China's Chunxiao oil and gas fields, obstructing China's normal mining, and actively distributing and controlling in the waters of the Diaoyu Islands. While maintaining its military presence, it is trying to obtain abundant energy sources nearby. The Japanese government and civil society have adopted a number of laws and regulations to jointly promote its 21th century marine energy strategy. China needs to clarify the many measures taken by Japan. Master its strategic thought, familiarize itself with its rules of action, draw lessons from its ways and methods, and finally guarantee China's energy security and successfully complete its energy strategic conception.
