崛起背景下的中国国际责任问题研究

【摘要】：通过1978年的改革开放和迎接全球化浪潮,中国再次走上了崛起的道路,并保持了良好的发展势头。伴随经济的迅速发展,政治文明水平的提高,中国国际地位也有显著的提升。国际社会对中国这次崛起的态度或怀疑、或肯定,各种论调应声而起。“中国责任论”渐渐高过“中国威胁论”和“中国崩溃论”,成为目前被热炒的国际对华论调。中国与世界大国的国际关系、中国应对国际事务的作为、对世界热点问题的参与等等,都涉及了中国的国际责任。中国作为最大的发展中国家,在国际事务中被众多发展中国家寄予厚望；中国又是崛起中的世界政治、经济大国,在亚洲和世界的地位和影响力得到空前的提高,西方发达国家期待中国更多履行大国责任。在此背景下,中国能否应对妥当,将决定中国发展的步伐是否平坦。研究中国国际责任问题的目的,就是解决中国的政策疑惑,保证中国的和平稳定发展。本文的研究是由背景、原因推导原则,进而指导实践,得出结论。本文的研究对象是崛起背景下的中国国际责任诸多问题。笔者认为可以用五个W来解释,whether、why、to who、do what和in what ways。首先是导论,阐述本选题的研究背景及选题的理论和现实意义,研究现状及主流观点,并对其做出自己的评价。其次是讨论中国责任论的提出和中国承担国际责任的动因分析,解决中国是否(whether)和为什么(why)承担国际责任,明确承担国际责任确立的基础和原则。针对国际社会对中国的责任期待,正确审视,关键是正确定位。中国承担与国力相符的国际责任要遵守一定的原则和标准。在这部分解决中国为谁负责的疑问(to who)。接下来是中国国际责任的内容(do what)与实现路径(in what ways)。包括从全球层面和地区层面介绍中国国际责任的主要内容；以几个实例表现中国切实履行国际责任；最后是中国国际责任的实现带给中国和世界的积极作用。本文的理论研究和结论有利于指导中国履行国际责任、构建负责任大国形象的诸多细节问题,为具体实践找到合理的答案。研究成果指导实践,有助于中国树立更加负责任的大国形象,有助于中国尽快和更少代价地融入国际主流社会,对于中国坚持和平发展道路、推进构建和谐世界都具有极其重要的意义。本文通过对上述国际责任问题的研究,得出的结论是随着中国经济的持续健康发展,中国崛起不仅对世界经济做出了巨大贡献,也促进了国际和平和安全。中国崛起的现实已经被某些大国主动或被动地接受,“中国责任论”实际上是一个进步。在国际责任的承担问题上,中国有一定的原则。我们要为中国人民负责,要为世界负责,要为未来负责。中国的发展离不开世界,同样,世界的繁荣需要中国。总之,中国对待国际责任的正确态度应该是,准确定位、适当承担、确保和平发展。
[Abstract]:Through the reform and opening up in 1978 and the wave of globalization, China once again embarked on the road of rising, and maintained a good momentum of development. With the rapid development of its economy, the level of political civilization has improved. China's international status has also improved significantly. The international community's attitude towards, or doubts about, or affirmation of China's rise this time, "China's responsibility theory" is gradually higher than the "China threat" and "China collapse theory", and has become a much-hyped international argument on China. China's international relations with the world powers, China's response to international affairs, China's participation in world hot issues and so on has involved China's international responsibilities. As the largest developing country, China is highly expected of many developing countries in international affairs. China is also a rising world political and economic power. The status and influence in Asia and the world have been greatly improved. Western developed countries expect China to fulfill more of its responsibilities as a major power. In this context, can China cope properly? The purpose of studying the issue of China's international responsibility is to resolve China's policy doubts and ensure China's peaceful and stable development. The research of this paper is based on the background, the reason to deduce the principle, and then to guide the practice, The author thinks that we can use five W to explain why we are doing what and in what ways.First, it is an introduction. This paper expounds the research background, the theoretical and practical significance of the topic, the current research situation and the mainstream views, and makes its own evaluation. Secondly, it discusses the proposition of China's liability theory and the analysis of the motivation of China's international responsibility. To resolve whether and why China should bear international responsibilities, and to make clear the basis and principles for assuming international responsibility. In view of the international community's expectations of China's responsibilities, we should examine them correctly. The key is to position correctly. China must abide by certain principles and standards to assume international responsibility in line with its national strength. In this part, it is necessary to solve the question of who China is responsible for. Then there is the content of China's international responsibility. Including the main contents of China's international responsibility from the global level and the regional level; Finally, the realization of China's international responsibility brings China and the world a positive role. The theoretical research and conclusion of this paper is helpful to guide China to fulfill its international responsibility, to construct the image of a responsible country, to find a reasonable answer for the concrete practice, and to guide the practice by the results of the research. It is of great significance for China to establish a more responsible image of a great power, to integrate China into the international mainstream society at a lower cost and as soon as possible, to adhere to the road of peaceful development and to promote the construction of a harmonious world. The conclusion of this paper is that with the sustained and healthy development of China's economy, China's rise has not only made a great contribution to the world economy. It has also contributed to international peace and security. The reality of China's rise has been actively or passively accepted by some major powers. "China's responsibility theory" is in fact a step forward. China has certain principles. We must be responsible for the Chinese people, for the world and for the future. China's development cannot be separated from the world. Similarly, the prosperity of the world needs China. In short, China's correct attitude towards international responsibility should be to accurately position, properly undertake, and ensure peaceful development.
