欧洲难民危机的国际政治分析

【摘要】：2015年,欧洲遭遇二战后最大国际难民潮的冲击。从国际政治层面上看,这场危机是后冷战时代欧美国家中东、北非战略失败的结果。从难民潮的发生发展过程看,已经取消内部边界的欧洲联盟没有统一避难政策的制度缺陷起到推波助澜的作用。巴黎恐怖袭击发生后,欧洲国家改变了对叙利亚内战的立场,将目标由推翻巴沙尔政权转变为打击宗教极端主义的"伊斯兰国",与美国有了很大不同。反思欧洲国家这次战略调整的过程可以看到,后冷战时代欧美国家的"新干预主义"政策害人害己。此次欧盟国家遭遇难民潮冲击和恐怖袭击应能促使其反思与调整后冷战时代的国际战略,推进世界多极化进程。
[Abstract]:In 2015, the biggest international hit Europe after World War II.
