新时期中国对非洲经济外交探析

【摘要】： 非洲是中国实现外交战略目标的重要合作伙伴,在当前中国的战略利益、政治安全、经济利益、软实力提升等方面占有非常重要的地位。 2006年中非合作论坛北京峰会的成功举办以及“中非新型战略伙伴关系”的建立,使得中非关系进入到一个内容、形式及规模全提升与拓展的新时期。在中非合作论坛框架下,双方在政治、经济、文化和社会等领域进行的全方位、多层次的交流与合作,推动了中非关系的深入发展,为中非友好合作开辟了广阔前景。但是,在建设“中非新型战略伙伴关系”的过程中,国际社会出现中国在非洲实行“新殖民主义”的负面舆论,而非洲国家内部的冲突对投资安全环境的制约以及国际金融危机的影响,都成为新时期中国对非洲经济外交所面临的问题。抓住机遇、应对挑战,科学地制定切实有效的对非经济外交战略,从而使中非友好合作关系实现持久的发展,不仅是我国政府面临的一项重要任务,也是当前中非关系学术研究中的重要课题。
[Abstract]:Africa is an important partner of China to realize the diplomatic strategic goal, and occupies a very important position in China's strategic interests, political security, economic interests, soft power promotion and so on.The successful holding of Beijing Summit of China-Africa Cooperation Forum in 2006 and the establishment of "China-Africa New Strategic Partnership" make China-Africa relations enter a new period of content, form and scale.Within the framework of the China-Africa Cooperation Forum, the all-round and multi-level exchanges and cooperation between the two sides in political, economic, cultural and social fields have promoted the in-depth development of China-Africa relations and opened up broad prospects for China-Africa friendly cooperation.However, in the process of building a "new strategic partnership between China and Africa," the international community has witnessed the emergence of negative public opinion on China's practice of "neocolonialism" in Africa.However, the internal conflicts in African countries restrict the investment security environment and the impact of the international financial crisis, all of which are the problems that China is facing in its economic diplomacy to Africa in the new era.Not only is it an important task for our government to seize the opportunity, meet the challenges, and scientifically formulate a practical and effective strategy for non-economic diplomacy, so that China-Africa friendly and cooperative relations can achieve lasting development,It is also an important subject in the current academic research on Sino-African relations.
