冷战后菲美安全合作研究

【摘要】：冷战结束至今,菲美安全合作经历了曲折的演变历程。冷战结束初,随着菲律宾迫使美国撤出在菲军事基地,双边安全合作随之降入历史的谷底,但1995年和1998年两次“美济礁事件”的爆发促使菲美安全合作开始逐渐恢复。“911”事件后,美国开启全球“反恐战争”,菲美安全合作在共同反恐的目标下不断升温。然而,2004年发生的“伊拉克人质事件”导致菲美安全合作升温的势头戛然而止,双方安全合作在阿罗约第二任期内“大国平衡”政策的实施下呈现出了一种不愠不火的发展态势。随着2009年美国“重返东南亚”以及2010年阿基诺三世上台后中菲南海争端的持续摩擦,阿基诺政府逐渐将对外政策转向“联美制华”,菲美安全合作在针对中国的共同目标下又如火如荼的开展起来。冷战后菲美安全合作主要表现为“美国援助,菲律宾受助”的合作模式,其中,共同目标、双边关系和地区环境无疑是影响双方安全合作演变的三大因素,这使冷战后的菲美安全合作呈现出波动性和阶段性的特征。从冷战后双方安全合作的发展脉络看,菲美安全合作的层次无论是广度还是深度都在不断提升,而从发展现状看,双方安全合作在未来仍有进一步扩大的趋势。总之,菲美安全合作有效提升了AFP的军事实力,促进了菲律宾国内反恐和平叛的进展,同时也增强了菲律宾在南海争端中的国土防御能力。
[Abstract]:Since the end of the Cold War, Philippine-US security cooperation has undergone a tortuous evolution. At the beginning of the Cold War, as the Philippines forced the United States to withdraw its military bases in the Philippines, bilateral security cooperation fell to the bottom of history. However, in 1995 and 1998, the outbreak of the "Meiji Reef incident" led to the gradual restoration of the security cooperation between the Philippines and the United States. After the "911" incident, the United States launched the global "war on terror", and the security cooperation between the Philippines and the United States has been heating up under the goal of joint anti-terrorism. However, the "Iraqi hostage incident" in 2004 led to a sudden end to the momentum of security cooperation between the Philippines and the United States. Under Arroyo's second term of office, the implementation of the "Great Power balance" policy showed a kind of unflamboyant development trend. With the "return of the United States to Southeast Asia" in 2009 and the continuing friction between China and the Philippines over the South China Sea after Aquino III came to power in 2010, the Aquino government has gradually shifted its foreign policy towards "the United States makes China with the United States." Philippine-American security cooperation in China under the common goal is in full swing. After the Cold War, the Philippine and US security cooperation mainly manifested in the cooperation pattern of "US aid, the Philippines receiving assistance". Among them, common goals, bilateral relations and regional environment are undoubtedly three major factors affecting the evolution of security cooperation between the two sides. This makes the post-cold-war security cooperation between the Philippines and the United States show volatility and stage characteristics. From the perspective of the development of security cooperation between the two sides after the Cold War, the level of security cooperation between the Philippines and the United States is increasing in both breadth and depth, and the current situation of development shows that the security cooperation between the two sides still has a trend of further expansion in the future. To sum up, the security cooperation between the Philippines and the United States has effectively enhanced the military strength of the AFP, promoted the domestic anti-terrorism and counter-insurgency progress in the Philippines, and strengthened the Philippines' territorial defense capability in the South China Sea dispute.
