基于GTD的周边涉恐安全风险环境研究

【摘要】：[目的/意义]研究我国周边涉恐安全风险环境的演进过程和现实情况,从宏观上把握我国恐怖主义活动发展的外在条件的变化规律。[方法/过程]利用GTD的数据,对周边国家恐怖主义活动数量、人员伤亡数、袭击目标、武器水平、袭击方式等指标进行定量分析,在此基础上,得出周边涉恐安全风险环境的演变规律及影响,提出管控思路。[结果/结论]周边涉恐安全风险环境分为可控期、活跃期、相对平稳期和复杂期,目前处于最复杂的阶段。应加强周边涉恐安全风险环境的监测,并基于"一带一路"战略进行涉恐安全风险的联合管控,充分发挥边境管理的作用。
[Abstract]:Objective / significance: to study the evolution process and reality of the security risk environment around China, and to grasp the changing law of the external conditions for the development of terrorism in China from a macro perspective. [method / process] quantitative analysis of the number of terrorist activities, casualties, targets, weapon levels and methods of attack in neighboring countries using GTD data. The evolvement law and influence of the surrounding risk environment are obtained, and the control thoughts are put forward. [results / conclusion] the surrounding risk environment is divided into controllable period, active period, relative stationary period and complex period, and is currently in the most complex stage. It is necessary to strengthen the monitoring of the surrounding environment of terrorist security risks, and carry out joint control of terrorist security risks on the basis of "Belt and Road" strategy, so as to give full play to the role of border management.
