中青年外交的理论、实践与中国的战略应对

【摘要】： 20世纪80、90年代,东欧社会主义国家剧变、苏联解体,冷战国际体系随之土崩瓦解。后冷战的世界体系在历史上第一次呈现出多级的和多文化的局面,国家之间最重要的区别不再仅仅是意识形态上的,和平与发展成为了国际政治的主题。随着国际政治体系多极化程度的不断加深,外交主体多样化,外交行为的指向者急剧增多,外交途径也出现了多样化的趋势,这表现在政党外交、次国家政府外交、公共外交、文化外交等的兴起。本文所要谈论的青年外交即在这一新的国际环境下,焕发了生机与活力。青年外交作为一种新型的外交形式,它以青年为桥梁,使各国沟通彼此,化解偏见,增强了解;它以多种路径作为外交手段,在改善国家形象,促进国际合作以及影响青年思想方面有着潜移默化的功能。在积极实施青年外交服务于总体外交的同时,对青年外交所产生的负面影响也不容忽视,如国外青年外交政策对青年的渗透和影响。本文拟对青年外交进行理论上的阐析,并在实践层面上提出分析与建议。本文第一部分主要介绍了青年外交的内涵与特征;第二部分归纳总结了青年外交的历史发展脉络,说明了现代外交与青年外交的关系;第三部分结合史实,集中阐述了青年外交两正、反方面的功能;在第四部分中,文章分析了全球化背景下青年外交的发展趋势以及影响青年外交发展的几个因素;最后一部分讲中国青年外交的当代实践,分别简要总结了中国青年外交的基本历史,并在此基础上论证进一步实施青年外交的现实必要性,最后就中国青年外交的战略应对提出了建议。
[Abstract]:In the 1980s and 1990 s, the socialist countries of Eastern Europe changed dramatically and the Soviet Union disintegrated, and the international system of the Cold War collapsed. For the first time in the history of the post-Cold War world system, the multi-level and multi-cultural situation has emerged. The most important difference between countries is no longer just ideological, and peace and development have become the theme of international politics. With the deepening of multi-polarization of the international political system, the diversification of diplomatic subjects, the sharp increase in the direction of diplomatic behavior, and the trend of diversification of diplomatic channels, this is manifested in party diplomacy, sub-national government diplomacy, public diplomacy. The rise of cultural diplomacy, etc. The youth diplomacy discussed in this paper is full of vigor and vitality under this new international environment. Youth diplomacy, as a new form of diplomacy, uses youth as a bridge to enable countries to communicate with each other, defuse prejudices and enhance understanding; it uses multiple paths as a diplomatic means to improve the image of a country. Promoting international cooperation and influencing youth thinking has a subtle function. While actively implementing youth diplomacy to serve the overall diplomacy, the negative influence on youth diplomacy should not be ignored, such as the infiltration and influence of foreign youth foreign policy on youth diplomacy. This paper analyzes youth diplomacy in theory, and puts forward some analysis and suggestions on the practical level. The first part of this paper mainly introduces the connotation and characteristics of youth diplomacy; the second part summarizes the historical development of youth diplomacy, explains the relationship between modern diplomacy and youth diplomacy; In the fourth part, the author analyzes the development trend of youth diplomacy under the background of globalization and several factors that affect the development of youth diplomacy. The last part talks about the contemporary practice of China's youth diplomacy, summarizes the basic history of China's youth diplomacy, and on this basis demonstrates the practical necessity of further carrying out youth diplomacy. Finally, the paper puts forward some suggestions on the strategy of China's youth diplomacy.
