中国和平发展与东亚地区秩序构建

【摘要】： 地区秩序是权力分配、制度构建和观念认同三者共同作用的结果。经过30年的物质性成长和社会性成长,中国已经成为影响东亚地区秩序的重要因素之一。中国实力的增长导致了中美之间的权力转移,对美日、美韩关系发展起到了一定程度的牵制作用,中国的负责任行为和信任措施建设使东盟国家对中国积极进行接触,这些推动了东亚权力结构向多极化发展。中国对东亚地区合作机制的创设与参与拉动了周边国家经济增长,促进了东亚一体化进程,缓解了地区安全困境,增强了中国和平发展的可预期性,二者是相辅相成的关系。中国和平发展促进了东亚地区认同建构,中国提出的和平共处五项原则、新安全观和和谐世界是推动东亚国际政治文化演进的重要力量。和平发展的中国将会以何种方式构建东亚地区秩序?中国没有扩张和称霸的历史,现时也不具备称霸的条件,权力分配结构的失衡限制了中国的政策选择,未来东亚不会回到“以中国为中心”的过去。中美之间的相互依赖和东亚近年来的制度建设、认同变迁将限制中美之间形成两极均势秩序。中国的努力方向是以地区一体化推动地区整合,凸显东亚地区秩序的“自我”属性。中国和平发展促进了东亚国家的共同发展,是东亚地区崛起的新进程。
[Abstract]:Regional order is the result of power distribution, system construction and concept identification. After 30 years of material and social growth, China has become one of the important factors affecting the order of East Asia. The growth of China's strength has led to the transfer of power between China and the United States, which has exerted a certain degree of restraint on the development of US-Japan relations between the United States and South Korea. China's responsible behavior and confidence-building measures have enabled ASEAN countries to actively engage with China. These promote the power structure of East Asia to multi-polarization. The establishment and participation of China's cooperation mechanism in East Asia has promoted the economic growth of neighboring countries, promoted the process of East Asian integration, alleviated the dilemma of regional security and enhanced the predictability of China's peaceful development. The two are complementary to each other. China's peaceful development has promoted the construction of East Asian identity. The five principles of peaceful coexistence, the new security concept and the harmonious world proposed by China are important forces to promote the evolution of East Asia's international political culture. In what way will the peaceful development of China build the order in East Asia? China has no history of expansion and hegemony, nor does it have the conditions to seek hegemony. The imbalance in power distribution structure limits China's policy choices, and East Asia will not return to the past of "China as the center" in the future. The interdependence between China and the United States and the institutional construction in East Asia in recent years will limit the formation of a bipolar balance of power between China and the United States. The direction of China's efforts is to promote regional integration with regional integration and highlight the "self" attribute of the order in East Asia. China's peaceful development has promoted the common development of East Asian countries and is a new process for the rise of East Asia.
