宗教与美国人权外交政策——以《朝鲜人权法案》的制定和实施为例

【摘要】：自《1998年国际宗教自由法》通过以来,宗教在美国外交政策中的作用愈发凸显。2004年由美国第108届国会通过的《朝鲜人权法案》就是宗教影响美国人权外交政策的又一个典型案例。宗教团体通过发动社会运动引起公众对于人权倡议的关注和支持,并通过对政治精英网络的渗透来推动其人权倡议成为国会立法以及美国的对朝人权外交政策。宗教的特征决定了它具有发动社会运动的能量,并且在与美国政治的长期互动中对美国政治精英网络有着广泛的影响。然而,尽管宗教在推动美国人权外交政策形成方面独具优势,在政策执行方面其作用和影响却受到诸多现实政治的限制。
[Abstract]:Since the adoption of the International religious Freedom Act in 1998, religion has played an increasingly important role in American foreign policy. The Korean Bill of Rights passed by the 108th U.S. Congress in 2004 is another typical case of religion influencing American human rights foreign policy. Religious groups arouse public concern and support for human rights initiatives by launching social movements, and promote their human rights initiatives to become Congress legislation and the United States' foreign policy on human rights to Korea by infiltrating the political elite network. The characteristics of religion determine that it has the power to initiate social movements and has a wide influence on the American political elite network in the long-term interaction with American politics. However, although religion has unique advantages in promoting the formation of American human rights foreign policy, its role and influence in policy implementation is limited by many realistic politics.
