【摘要】：从20世纪70年代后期开始,邓小平同志在分析国际政治、经济和军事情势的背景下,结合中国的具体国情和中国共产党建党以来的经验教训,提出了和平发展观。和平发展观是邓小平对当时世界宏观形势的概括和总结,是正确认识和对待和平发展的态度、立场、观点和方法。邓小平和平发展观提出在当时的国际上引起了广泛的认同。时至今日,我们依然不可否认,和平与发展仍然是当今世界的主题。虽然当前世界局部冲突和战争仍然此起彼伏,但仍无爆发新的世界大战的可能。目前,欧美各国政府陷入了财政赤字或债务危机,日本经济持续低迷多年,新兴市场国家通货膨胀高居不下,可见发展问题依然是世界各国政府当前急待解决的问题。改革开放30多年来,中国始终坚持和平发展的原则,走中国特色的社会主义道路,取得了举世瞩目的成绩。邓小平是中国改革开放的总设计师,邓小平的和平发展理论使我国不再把防止世界大战作为重要任务,而是坚持以经济建设为中心,保持了中国近30年的持续繁荣,和平发展是我们党和政府长期坚持的执政方针。当前,我国进入了全面建设小康社会的关键期和深化改革开放、加快转变经济发展方式的攻坚时期。在新的历史时期,邓小平的和平发展观依然具有重要的指导意义。2011年9月6日,国务院新闻办公室发表了《中国的和平发展》白皮书,结合当前国内外形势和中国的实际发展情况,进一步系统地阐述了中国始终坚持的和平发展理念,这既是对我国过去几十年发展经验的总结,也是我国政府未来必须坚持的纲领性文件。当前,研究邓小平的和平发展观,对于如何有效利用当前的国际和平环境,如何抓住和用好我国发展的重要战略机遇期,进一步促进我国经济、政治、文化、社会建设的发展具有重大的理论和实践意义。本文分四个部分：第一部分邓小平和平发展观的形成发展。主要阐述邓小平和平发展观形成的时代背景和理论来源；邓小平和平发展观形成和发展的两个阶段。第二部分邓小平和平发展观的主要内容。主要阐述和平与发展是当代世界的两大主题；中国坚持走独立自主的发展道路；坚持和平共处五项原则,发展同世界各国的友好关系；维护世界和平,促进共同发展。第三部分邓小平和平发展观的基本特征和重大意义。主要阐述邓小平和平发展观的时代性、科学性、创新性等基本特征；邓小平和平发展观的理论意义和实践意义。第四部分新的历史条件下和平发展观的继承和发展。主要阐述胡锦涛提出的和平发展道路及重大意义；和谐世界的主要内容、理论价值、和谐世界观与和平发展观的关系。
[Abstract]:Since the late 1970s, under the background of analyzing the international political, economic and military situation, Comrade Deng Xiaoping has put forward the concept of peaceful development based on the concrete situation of China and the experience and lessons of the Communist Party of China since the founding of the Party. The concept of peaceful development is Deng Xiaoping's summary and summary of the world macro situation at that time, and the attitude, position, viewpoint and method of correctly understanding and treating the peaceful development. Deng Xiaoping's concept of peaceful development was widely recognized in the world at that time. Today, we still cannot deny that peace and development are still the theme of the world today. Although local conflicts and wars in the world continue one after another, there is no possibility of a new world war. At present, European and American governments are caught in fiscal deficits or debt crises, Japan's economy has been in a doldrums for many years, and inflation in emerging market countries is high, so it is clear that the development problem is still a problem that governments around the world urgently need to solve. Over 30 years of reform and opening up, China has always adhered to the principle of peaceful development, followed the socialist road with Chinese characteristics, and achieved remarkable results. Deng Xiaoping is the chief architect of China's reform and opening up. Deng Xiaoping's theory of peaceful development has made China no longer regard the prevention of world war as an important task, but has insisted on taking economic construction as the center and has maintained China's sustained prosperity for nearly 30 years. Peaceful development is our party and government long-term adherence to the ruling policy. At present, China has entered the critical period of building a well-off society in an all-round way, deepening the reform and opening up, and speeding up the transformation of economic development mode. In the new historical period, Deng Xiaoping's concept of peaceful development is still of great significance. On September 6, 2011, the Information Office of the State Council published the White Paper "China's peaceful Development". In light of the current situation at home and abroad and the actual development situation in China, the concept of peaceful development that China has always adhered to is further systematically expounded, which is a summary of China's development experience in the past few decades. It is also a programmatic document that our government must adhere to in the future. At present, to study Deng Xiaoping's concept of peaceful development, how to make effective use of the current international peace environment, how to grasp and make good use of the important strategic opportunity period of our country's development, and to further promote our economy, politics and culture, The development of social construction has great theoretical and practical significance. This paper is divided into four parts: The first part is the formation and development of Deng Xiaoping's concept of peaceful development. This paper mainly expounds the background of the formation of Deng Xiaoping's peaceful development view and its theoretical source, and the two stages of the formation and development of Deng Xiaoping's concept of peaceful development. The second part is the main content of Deng Xiaoping's view of peaceful development. It is mainly expounded that peace and development are the two major themes of the contemporary world; China adheres to the road of independent development; adheres to the five principles of peaceful coexistence and develops friendly relations with all countries in the world; and maintains world peace and promotes common development. The third part is the basic characteristics and significance of Deng Xiaoping's view of peaceful development. This paper mainly expounds the basic characteristics of Deng Xiaoping's view of peaceful development, such as its epochal, scientific and innovative, and the theoretical and practical significance of the concept of peaceful development. The fourth part inherits and develops the concept of peaceful development under the new historical conditions. This paper mainly expounds the road and significance of peaceful development put forward by Hu Jintao, the main contents of harmonious world, the theoretical value, the relationship between harmonious world outlook and peaceful development view.
