【摘要】：兴起于20世纪70年代的信息革命及其带来的信息时代是当代国际关系发生的重要背景。这场席卷全球的信息革命催生了以计算机和计算机网络技术为代表的现代信息技术的兴起。现代信息技术的发展对各国政治、经济、军事、文化和社会生活各个层面都带来了巨大的冲击。信息设备的普及,改变了传统的获取、处理、交换和传递信息的方式,在一定程度上导致了信息处理能力的重新分配。在外交领域,现代信息技术的广泛应用对传统外交决策和外交理念提出了根本性挑战,推进了外交各个层面的变革。本文从技术的维度研究外交,除引言和结语以外全文共分为四部分。第一部分明确现代信息技术的定义,并回顾其发展历程及其在外交中的应用。1946年,世界上第一台电子数字计算机诞生,揭开了电子计算机发展和应用的序幕。1971年,英特尔公司推出了世界上第一款微处理器4004后,“现代信息技术”的概念逐步形成。20世纪90年代初,互联网在全球迅速普及,传统的地域概念被打破,形成了以信息为中心的跨国界、跨文化、跨语言的全新的虚拟空间。第二部分和第三部分分别论述现代信息技术对外交正反两个方面的影响,揭示现代信息技术对外交的变革。现代信息技术对外交的积极影响表现在四个方面:首先,现代信息技术成为外交领域新的工具手段;其次,现代信息技术使外交主体多元化成为可能;再次,现代信息技术对外交内容也产生了一定影响;最后,现代信息技术的发展,推动了外交理念的转变。现代信息技术是一把双刃剑,对外交带来积极作用的同时也带来了负面的影响。如,信息冗余降低了外交工作效率,信息安全问题对外交工作提出新的挑战,信息霸权主义和网络恐怖主义给国际社会和平发展带来了新的难题。论文第四部分展望现代信息技术环境下外交的发展趋势。在现代信息技术蓬勃发展的时代,外交正朝着网络化、公众化、智能化方向发展。网络外交作为一种新兴的外交手段引领外交发展新趋势;公共外交成果显著;智能化外交决策系统使外交决策更为合理、规范、有效。现代信息技术环境下,各国均应顺应时代变化,加强信息网络技术开发研究,科学、合理、充分地将现代信息技术应用于外交实践,在新时代外交活动中掌握主动权,最大限度地维护和促进国家利益。
[Abstract]:The information revolution which arose in the 1970s and its information age is the important background of the contemporary international relations. The information revolution sweeping the world spawned the rise of modern information technology, represented by computer and computer network technology. The development of modern information technology has brought great impact on the political, economic, military, cultural and social life of all countries. The popularization of information equipment has changed the traditional way of obtaining, processing, exchanging and transmitting information, which leads to the redistribution of information processing ability to some extent. In the field of diplomacy, the extensive application of modern information technology has posed a fundamental challenge to the traditional diplomatic decision-making and concept, and promoted the transformation of diplomacy at all levels. This thesis is divided into four parts, except introduction and conclusion. The first part clarifies the definition of modern information technology and reviews its development and its application in diplomacy. In 1946, the world's first electronic digital computer was born, which opened the prelude to the development and application of electronic computer. 1971, After Intel introduced the world's first microprocessor 4004, the concept of "modern information technology" gradually formed. In the early 1990s, the Internet spread rapidly in the world, and the traditional regional concept was broken. Information-centered, cross-border, cross-cultural, cross-language virtual space has been formed. The second part and the third part respectively discuss the influence of modern information technology on diplomacy, and reveal the change of modern information technology to diplomacy. The positive influence of modern information technology on diplomacy is manifested in four aspects: first, modern information technology has become a new tool in the field of diplomacy; secondly, modern information technology has made it possible to diversify diplomatic subjects; thirdly, At last, the development of modern information technology has promoted the transformation of diplomatic concept. Modern information technology is a double-edged sword, which brings both positive and negative effects to diplomacy. For example, information redundancy reduces the efficiency of diplomatic work, information security issues pose new challenges to diplomatic work, information hegemonism and cyberterrorism bring new problems to the peaceful development of the international community. The fourth part of the thesis looks forward to the development trend of diplomacy under the environment of modern information technology. In the era of vigorous development of modern information technology, diplomacy is developing towards network, public and intelligence. As a new diplomatic means, network diplomacy leads the development of diplomacy; the achievements of public diplomacy are remarkable; the intelligent diplomatic decision-making system makes diplomatic decision-making more reasonable, standardized and effective. Under the environment of modern information technology, all countries should conform to the changes of the times, strengthen the research and development of information network technology, scientifically, reasonably and fully apply modern information technology to diplomatic practice, and master the initiative in the diplomatic activities of the new era.
