中国海事外交:现状与未来

【摘要】：随着国际社会在海洋事务领域的交往互动日益频繁而密切,以海上安全保障和海洋环境保护为主要内容的海事外交开始在全球范围内兴起。对于中国海事来说,其国际职能就主要包括国际派驻、国际建设和国际履约。但在实际的发展过程中,我国海事还存在话语权与领导力有限、制度建设与规范扩散欠缺,以及国际合作与协调机制亟待加强等问题不足和发展空间。为此,我国需要加强对海事议题的政治关注和战略规划。因此,在未来的发展中,我国海事近期就可以首先实现担当"海上丝路"的核心海事保障国,中期可以寻求扮演能够发挥地区领导作用的海事大国,远期则可以努力建设有全球影响力和号召力的海事强国。
[Abstract]:With the increasingly frequent and close interaction between the international community in the field of ocean affairs, maritime diplomacy, which focuses on maritime security and marine environmental protection, has begun to rise in the global scope. For China's maritime industry, its international functions mainly include international presence, international construction and international implementation. However, in the course of actual development, there are still some problems in China's maritime affairs, such as limited right of speech and leadership, lack of system construction and standard diffusion, and insufficient and developing space for strengthening international cooperation and coordination mechanism. Therefore, our country needs to strengthen the political concern and strategic planning of maritime issues. Therefore, in the future development, China's maritime industry can first assume the role of "maritime silk road" as the core maritime security country in the near future, and in the medium term, it can seek to play the role of regional leadership of the maritime power. Long-term efforts can be made to build a maritime power with global influence and appeal.
