【摘要】：日本的“东亚共同体”构想是日本在面临着严峻的国际国内形势下，通过推进国家战略转型、谋求东亚地区合作主导权、提升自身国际竞争力的一种尝试。这并非替代现有的合作框架，而是通过整合“东亚共同体”机制，协调现存合作框架，并以此为基础，最终形成一种相对比较开放的、松散的、多样的合作机制。秉承开放性和包容性的原则，增进互信，维护和平，共同发展，以“10+1”框架为合作基础，“10+3”框架为合作主要渠道，以东亚领导峰会为重要的战略合作平台，消除相互间的猜疑和顾虑，摆脱东亚存在的两难困境，与其他东亚国家一道共同推进东亚的一体化进程。“东亚共同体”构想是日本东亚战略的最新发展，虽然日本提出这一构想主要是出于确保自身经济利益实现、成为政治大国和制衡中国地区影响三重目的，，但在经济全球化不断深入发展的今天，区域一体化合作无疑扮演着重要的角色。 “东亚共同体”构想，作为一种合作模式，是东亚地区各行为主体希望在一体化进程和长期的相互合作过程中，形成一个紧密的整体。其主要内容是要在东亚地区建立一个可以实现地区“和平、繁荣和进步”的“共同体”。但这种体制的建立仍然面临着诸多的难题。本文围绕日本东亚共同体构建这一主题，分为四章进行分析。首先，对国际关系中地区主义理论进行阐述，界定了什么是地区，什么是地区主义。并对日本倡导的“东亚共同体”构想的提出、范围、内涵等问题进行简要的介绍。其次，对“二战”后日本倡导区域合作构想进行了一个简要的回顾，为引出日本提出构建东亚共同体做好铺垫。并对日本不同时期提出的东亚共同体构想与实践进行分析。第三，从内外两个大的因素对日本东亚共同体构建所面临的困境进行分析。内部因素：分析了日本的新民族主义和日本东西方双重身份认同困惑对日本倡导构建东亚共同体产生的负面影响。外部因素：分析了美国，中国，东盟等因素对日本倡导东亚共同体的不同反应。最后，分析日本“东亚共同体”建设构想的消极与积极影响及中国如何应对日本构建东亚共同体的构建。
[Abstract]:The idea of "East Asian Community" of Japan is an attempt to promote the national strategic transformation, seek the leading power of East Asian cooperation and enhance its international competitiveness in the face of severe international and domestic situation. This is not a substitute for the existing cooperation framework, but a relatively open, loose and diverse cooperation mechanism, based on the integration of the "East Asian Community" mechanism and the coordination of the existing cooperation framework. Adhering to the principles of openness and inclusiveness, enhancing mutual trust, maintaining peace and common development, taking the "101" framework as the basis for cooperation, the "103" framework as the main channel for cooperation, and the East Asian leadership Summit as an important strategic cooperation platform, To eliminate mutual suspicion and concern, to get rid of the dilemma of East Asia, and to work with other East Asian countries to promote the process of East Asian integration. The idea of "East Asian Community" is the latest development of Japan's East Asia strategy. Although Japan put forward this idea mainly to ensure the realization of its own economic interests, it has become a political power and a counterbalance to the influence of China in the region. However, with the deepening development of economic globalization, regional integration and cooperation undoubtedly play an important role. As a mode of cooperation, the idea of "East Asian Community" is that the actors in East Asia hope to form a close whole in the process of integration and long-term mutual cooperation. Its main content is to establish a regional "peace, prosperity and progress" in East Asia. But the establishment of this system still faces many difficulties. This paper is divided into four chapters around the theme of constructing East Asia Community of Japan. First of all, the theory of regionalism in international relations is expounded, defining what is regionalism and what is regionalism. It also briefly introduces the concept, scope and connotation of the East Asian Community advocated by Japan. Secondly, a brief review of the concept of regional cooperation advocated by Japan after World War II was made, which paved the way for Japan's proposal to build an East Asian Community. The paper also analyzes the concept and practice of East Asian Community put forward by Japan in different periods. Third, from the internal and external two major factors to analyze the difficulties faced by the construction of the East Asian Community of Japan. Internal factors: this paper analyzes the negative effects of Japanese neo-nationalism and the confusion of Japanese East and West identity on the construction of East Asian Community. External factors: the analysis of the United States, China, ASEAN and other factors to Japan's advocacy of the East Asian Community of different reactions. Finally, this paper analyzes the negative and positive effects of the concept of "East Asian Community" in Japan and how China should deal with the construction of East Asian Community in Japan.
