【摘要】：朝鲜研制和拥有核武器所引发的地区性争端问题,即朝核危机一直是一个举世瞩目的敏感难题。即使朝鲜战争已经结束半个多世纪、冷战也已过去了二十余年的今天,朝鲜半岛依然笼罩在朝核危机所散发阴霾中。虽然朝核问题归根结底是源于朝鲜和美国之间的冲突,但历史与现实等多种因素决定了朝核问题不可避免地要在一个多边机制框架中才能解决。因为朝核问题不仅是朝美之间的双边问题,也不仅仅是朝鲜研发和制造核武器这一个单一的问题,而是整个朝鲜半岛问题的有机组成部分,关系着东北亚地区经济、政治以及外交的方方面面。作为朝鲜最重要的两个邻国,中国和韩国都高度关注并积极介入了朝核问题的解决过程。从近年来朝核问题的走向可以看出,中韩两国虽然发挥着越来越大的作用,但朝核问题的实质注定了两国在这一问题的解决过程中将遇上各种阻碍。但我们也能看到,韩国和朝鲜属于同宗同族,并且与美国保持着同盟关系,而中朝两国之间也保持着密切的传统友谊和战略合作。与此同时,中国和韩国在朝核问题上的极为相似的立场,注定了两国将在朝核问题的解决中密切合作,并起到韩美两国调解人的作用。随着中韩战略合作伙伴关系的全面建立,可以想见中韩在朝核问题上将具有良好的合作前景。本文首先陈述了朝核危机的由来和发展,并分析了朝核问题的成因,即朝核问题并不是朝鲜的单边问题,而是朝鲜所遭受到的内外压力美国与朝鲜之间尖锐矛盾的表现。在分析朝核问题实质的基础上,本文剖析了中韩两国在朝核问题上各自的利益,以及朝核问题的发展过程中两国为了维护国家利益所采取的行动。其次,本文分析了中韩两国现阶段各自的对朝立场,并站在两国对朝立场的角度分析中韩在朝核问题上的合作性以及可能的阻碍。本文的最后一章则分析了两国解决朝核问题的政策方向,并从中韩合作的角度对两国参与解决朝核问题的方向提出了些许建议与设想。
[Abstract]:The regional dispute over North Korea's development and possession of nuclear weapons, the North Korean nuclear crisis, has long been a sensitive problem. Even more than half a century after the Korean War and more than two decades after the Cold War, the Korean peninsula is still shrouded in the gloom of the North Korean nuclear crisis. Although the North Korean nuclear issue in the final analysis originates from the conflict between North Korea and the United States, history and reality and other factors determine that the Korean nuclear issue can inevitably be resolved in a multilateral framework. Because the North Korean nuclear issue is not only a bilateral issue between the DPRK and the United States, nor is it just a single issue of North Korea's development and manufacture of nuclear weapons. It is an integral part of the entire Korean Peninsula issue and has a bearing on the economy of Northeast Asia. Every aspect of politics and diplomacy. As North Korea's two most important neighbors, China and South Korea are highly concerned and actively involved in the resolution of the North Korean nuclear issue. It can be seen from the trend of the North Korean nuclear issue in recent years that although China and South Korea play a more and more important role, the essence of the North Korean nuclear issue is bound to meet various obstacles in the process of solving this problem. But we can also see that South Korea and North Korea belong to the same clan and maintain alliance with the United States, while China and North Korea also maintain close traditional friendship and strategic cooperation. At the same time, China and South Korea's very similar position on the North Korean nuclear issue, doomed the two countries to work closely in the resolution of the North Korean nuclear issue, and act as a mediator between the two countries. With the comprehensive establishment of the strategic partnership between China and South Korea, we can imagine that China and South Korea will have good cooperation prospects on the North Korean nuclear issue. This paper first states the origin and development of the North Korean nuclear crisis, and analyzes the causes of the Korean nuclear issue, that is, the North Korean nuclear issue is not a unilateral issue of North Korea, but a manifestation of the sharp contradiction between the United States and North Korea under internal and external pressure on North Korea. Based on the analysis of the essence of the North Korean nuclear issue, this paper analyzes the respective interests of China and South Korea on the Korean nuclear issue and the actions taken by the two countries to safeguard the national interests in the course of the development of the Korean nuclear issue. Secondly, this paper analyzes the current position of China and South Korea, and analyzes the cooperative nature and possible hindrance of China and South Korea on the North Korean nuclear issue from the point of view of the two countries' position on the DPRK. The last chapter of this paper analyzes the policy direction of the two countries to solve the North Korean nuclear issue, and puts forward some suggestions and ideas on the direction of the two countries participating in solving the North Korean nuclear issue from the angle of Sino-South Korean cooperation.
