后起大国的和平发展道路选择——第一次世界大战100周年之际的反思

【摘要】：100年前爆发的第一次世界大战,被认为是一场崛起大国和守成大国的武力摊牌。回顾这场战争,对于我国正确认识和分析国际形势、坚持走和平发展道路具有一定的启示和借鉴意义。从哲学上看,和平发展要求对战争与和平的辩证关系有深入的理解,同时也要求国家正确选择基本的发展道路。在此基础上,后起大国必须妥善处理与其他大国的关系,特别是与霸权国的关系,同时控制好国内因素这一重要变量,从而具备对自身和平发展道路的把握能力。最后,有效的危机管理是防止大国竞争失控的"最后一道保险",坚持和平发展应积极探索管控危机的国际机制建设。
[Abstract]:World War I, which broke out 100 years ago, was seen as a showdown of rising and defending powers. Reviewing this war has certain enlightenment and reference significance for our country to correctly understand and analyze the international situation and insist on the path of peaceful development. From a philosophical point of view, peaceful development requires a deep understanding of the dialectical relationship between war and peace, as well as a correct choice of the country's basic path of development. On this basis, the later powers must properly deal with the relations with other powers, especially with the hegemonic powers, and control the important variable of domestic factors at the same time, so as to have the ability to grasp their own path of peaceful development. Finally, effective crisis management is the "last insurance" to prevent the big country competition from getting out of control, insisting that the peaceful development should actively explore the construction of the international mechanism to manage the crisis.
