论中国的国家利益与外交战略选择

【摘要】：国家利益是国际关系研究的核心命题,是一个国家制定对外战略的唯一依据。中国必然以中国现实国家利益的全面解析为基础,结合国际政治环境及周边地缘环境做出最大限度维护和扩展国家利益的外交战略选择。本文全面梳理总结了国家利益的概念、本质、特征和国际政治三大流派和马克思主义对国家利益的主要观点；对国家利益的分类做了较为全面的概括；对国家利益的特征做了四个方面的总结；在理论准备之后,全面细致解析了中国不同时期的国家利益观,崛起中的中国国家利益的内涵及在新时期的变化和拓展；为了便于研究,按照不同标准把国家利益分成不同种类；另外还依据国家对国家利益的不同需求把国家分成四个层次,以此为研究工具,不同层次的国家对国家利益的不同追求决定了该国的对外战略。通过中国的国家利益追求把中国定位为担负有限国际责任的地区性大国；因此,中国的国家利益诉求主要是在中国周边和亚太地区；中国对外战略的重点是与中国国家利益关系密切,对中国周边和亚太地区政治、经济事务产生直接影响的中美、中俄、中日等大国外交和周边外交。本文重点在于在全面分析中国国家利益之后认定中国是正在追求较高层次国家利益的地区性大国,因此中国的外交战略是有限进取型的。中国对国家利益的追求既有范围上的限制又有方式上和平合作的限制,是在中国周边和亚太地区,以和平合作的方式维护和发展与国力相称的国家利益。
[Abstract]:National interest is the core proposition of international relations research and the sole basis of a country's foreign strategy. On the basis of the comprehensive analysis of China's realistic national interests, China must make a diplomatic strategic choice to safeguard and expand the national interests to the maximum extent, combining with the international political environment and the surrounding geographical environment. This paper summarizes the concept, essence, characteristics and three major schools of international politics and the main viewpoints of Marxism on national interests, summarizes the classification of national interests, and makes a comprehensive summary of the classification of national interests. This paper summarizes the characteristics of national interest in four aspects: after theoretical preparation, it analyzes the concept of national interest in different periods of China, the connotation of rising Chinese national interest, and the changes and expansion in the new period; In order to facilitate research, national interests are divided into different categories according to different criteria; in addition, countries are divided into four levels according to their different needs for national interests as a research tool, The different pursuit of national interests at different levels determines the country's foreign strategy. Through the pursuit of China's national interests, China is positioned as a regional power with limited international responsibilities, therefore, China's national interests are mainly pursued around China and in the Asia-Pacific region. The focus of China's foreign strategy is that it has a close relationship with China's national interests and has a direct impact on the political and economic affairs of China's periphery and the Asia-Pacific region, including the diplomacy of China and the United States, China, Russia, China and Japan, and other major powers, as well as neighboring diplomacy. The focus of this paper is to determine that China is a regional power pursuing higher national interests after an overall analysis of China's national interests, so China's diplomatic strategy is limited and enterprising. China's pursuit of national interests has both limits in scope and peaceful cooperation in ways. It is a national interest that is maintained and developed in a peaceful and cooperative manner in China's periphery and in the Asia-Pacific region.
