“中国威胁论”的新翻版——对西方所谓中国“新盛气凌人论”的评述

【摘要】：2008年金融危机之后,西方学界内外出现了所谓中国"新盛气凌人"的说法,有关的辩论在最近几年有越来越热的趋势。该说法宣称中国在外交政策上突然表现出了"强硬"的姿态,有挑战美国霸权的企图,对亚太的稳定,对区域乃至世界的和平造成威胁。中国"新盛气凌人论"在很大程度上是对西方长期盛行的"中国威胁论"的一种翻版。与此相应,有关中国国力和战略思想的讨论也有一些进展。西方的很多研究对中国发展的前景还是持观望的态度,对中国未来的国际战略趋向也有争议。但"新盛气凌人论"的蔓延对西方国家对华政策的变化以及中美关系良性发展具有重要的影响,对新型大国关系的构建有很强的干扰作用,是值得认真思考和应对的。
[Abstract]:After the financial crisis of 2008, the so-called "new domineering" of China appeared inside and outside the western academic circle, and the related debate has become more and more hot in recent years. The statement claims that China has suddenly taken a "tough" stance in foreign policy, attempted to challenge US hegemony, posed a threat to stability in the Asia-Pacific region and to peace in the region and the world as a whole. To a large extent, China's "new domineering theory" is a replica of the "China threat" that has long prevailed in the West. Accordingly, the discussion on China's national strength and strategic thinking has also made some progress. Many Western studies are still wait-and-see about China's development prospects and controversial about China's future international strategic trends. However, the spread of "new domineering theory" has an important influence on the change of western countries' policy toward China and the benign development of Sino-US relations, and has a strong interfering effect on the construction of new type of great power relations, which is worthy of serious consideration and response.
