新全球化时代大国战略互信的生成与维护——基于中俄关系的研究

【摘要】：大国之间的战略互信,对于维护世界和平和促进人类发展,对于维护国际秩序稳定和推进国际体系转型,均至关重要。新全球化已对大国关系产生了多方面的深刻影响,因此,大国之间战略互信的生成与维护需要形成新思路,采取新方法。通过对中俄战略协作伙伴关系系统地研究,可以得出如下结论:在新全球化时代,大国战略互信的生成,需要相关国家在核心利益上存在较大交集并达成明确共识,需要政治领袖的强有力推动,需要相关国家采取明确、可感知和被认可的友好行为;而大国战略互信的维护,则需要有政治领袖共同、持续的努力,建立战略合作机制并不断丰富其形式和内容,不断拓展战略合作的广度和深度,不断强化战略互信的社会基础。
[Abstract]:Strategic mutual trust among the major powers is essential for safeguarding world peace and promoting human development, for maintaining the stability of the international order and for promoting the transformation of the international system. The new globalization has had a profound influence on the relations of great powers in many aspects. Therefore, the formation and maintenance of strategic mutual trust among great powers need to form new ideas and adopt new methods. Through a systematic study of the strategic partnership between China and Russia, we can draw the following conclusions: in the new era of globalization, the generation of strategic mutual trust among the major powers requires that there is a greater convergence of core interests among the countries concerned and a clear consensus is reached. The strong push of political leaders and the clear, perceptible and recognized friendly behaviour of the countries concerned are required; and the maintenance of strategic mutual trust among the major powers requires joint and sustained efforts on the part of political leaders, We should establish the mechanism of strategic cooperation, enrich its form and content, expand the breadth and depth of strategic cooperation, and strengthen the social foundation of strategic mutual trust.
