【摘要】：正所谓"外交",就是一个国家在国际关系方面的活动,如参加国际组织和会议,与别的国家互派使节、进行谈判、签订条约和协定等。日本学者坂野正高认为,"外交是对等的独立国家间关系的现实,它不是纵向关系,而是横向关系",中国周朝以后(春秋战国时期)的朝贡体制基本上是上下关系,因而不是外交(坂野正高:《现代外交分析——情报、政策决定及外交交涉》,gq京大学出版会1971年版,第9~10页)。川岛真据此认为,"清末总理各国事务衙门的设立等可以定位成朝横向关系的转移,而后来设立外务部、外交部就可以认为是这个转移的结束或完成"(川岛真:《中国近代外交的形成》,
