【摘要】：本文研究对象是伊斯兰合作组织(原称伊斯兰会议组织),是世界上最大的伊斯兰国家多边关系发展平台。本文主要研究伊合组织作为国际组织、国际关系行为体及全球治理主体的三重角色的适应进程、成效评估及其对国际体系转型、全球治理失灵尤其是对全球难题治理的作用及其意义。本文从阿拉伯-伊斯兰话语体系下的联盟理念与国际组织的相关理论切入,探讨伊斯兰合作组织的理论化内涵及其制度适应能力,进而分析伊合组织成立的内外动因,在应对国际体系转型与全球治理失灵的现实挑战中的日渐务实,以及“一带一路”为中国与伊合组织构建战略合作伙伴关系所提供的重大现实机遇。亦即,通过历史和现实的双重分析维度,探索伊合组织的发展及其转型的现实逻辑;分析主权国家与伊合组织关系发展中的经验与不足、评估主要大国对伊合组织的政策立场与利益考量等;分析伊合组织参与全球治理的理念、机制、项目及其成效评估等;探讨“一带一路”框架下中国与伊合组织共同治理全球难题的切实路径及其现实意义。本文的章节安排为:核心概念、相关理论及阐释框架,伊合组织的成立、发展及其转型,伊合组织与大国关系、伊合组织与全球治理、“一带一路”框架下的伊合组织与中国共治全球难题的路径及其意义等共计七章,旨在回应国际组织与国际体系转型、国际组织与全球治理、中国与伊合组织共治全球难题的路径等一系列重大现实问题,进而形成了自成体系的内在逻辑关系。
[Abstract]:The object of this paper is the Organization of Islamic Cooperation (OIC), which is the largest multilateral development platform of Islamic countries in the world. This paper focuses on the adaptation process of the triple roles of the OIC as an international organization, international relations actor and global governance subject, and its effectiveness evaluation and its transformation to the international system. The function and significance of global governance failure, especially on global problem governance. Based on the alliance idea under Arab-Islamic discourse system and the relevant theories of international organizations, this paper probes into the theoretical connotation and institutional adaptability of OIC, and then analyzes the internal and external reasons for the establishment of OIC. In response to the practical challenges of the transformation of the international system and the failure of global governance, the "Belt and Road" provides a major practical opportunity for China to build a strategic partnership with the Iraqi Cooperation Organization. That is, through the dual analysis dimension of history and reality, this paper explores the development and the realistic logic of the transformation of the Iraqi Cooperation Organization, and analyzes the experience and deficiency in the development of the relationship between the sovereign state and the organization. To assess the major powers' policy position and benefit consideration to the organization, to analyze the concept, mechanism, projects and effectiveness evaluation of the organization's participation in global governance; This paper probes into the practical path and practical significance of China and the Iraqi Cooperation Organization to deal with the global problems under the framework of Belt and Road. The chapters of this paper are as follows: core concepts, related theories and explanatory frameworks, the establishment, development and transformation of the organization, the relationship between the organization and the great powers, the organization of Iraq and global governance. In the framework of "Belt and Road", there are seven chapters on the path and significance of the joint management of the global problem between Iraq and China, aiming at responding to the transformation of international organizations and the international system, international organizations and global governance. A series of important practical problems, such as the path of China and the Iraqi Cooperation Organization to deal with the global problem, have formed the inherent logical relationship of their own system.
