中国崛起过程中的大国责任研究

【摘要】：改革开放三十多年来,随着中国综合国力的日益增强及国际地位的显著提高,中华民族的崛起无法阻挡。中国在崛起过程中要结合自身实力,承担起相应的大国责任。中国的大国责任是由中国的国际身份建构的,当前中国的国际身份是发展中大国,即地区大国向全球性大国过渡中的国家。其大国责任可以划分为国内责任和国际责任;国际责任又可区分为区域责任和全球责任,中国尚没有能力和美国一样承担全球责任,因此,中国的大国责任主要表现在国内责任、区域国际责任及适当的全球责任。同时作为发展中国家,中国还没有足够的资源和手段去承担所有大国责任,因而必须采取以下原则予以解决:中国承担的大国责任应符合当前和今后一个时期中国的国际身份定位;必须符合中国的国家利益;必须以国家实力为基础;中国承担的大国责任,是过去和现在所承担的国际义务的扩大与深化。
[Abstract]:Since the reform and opening up for more than thirty years, with the increasing strength of China's comprehensive national strength and the remarkable improvement of its international status, the rise of the Chinese nation cannot be blocked. China should bear the corresponding great power responsibility in the course of the rise of China. China's great power responsibility is constructed by China's international identity, and the current international identity of China is The great developing country, that is, the country with the transition from the regional power to the global power. Its great power responsibility can be divided into domestic responsibility and international responsibility, and international responsibility can be divided into regional responsibility and global responsibility. China is not yet able to undertake global responsibility as well as the United States. Therefore, the major responsibility of China is mainly in domestic responsibility. International responsibility and appropriate global responsibility. At the same time, as a developing country, China has not enough resources and means to bear the responsibility of all the major powers. Therefore, the following principles must be taken to resolve: China's responsibility for great powers should conform to the international identity of China at present and in the future; it must be in accordance with the national interests of China. It must be based on national strength; China's responsibility for big powers is the expansion and deepening of international obligations undertaken in the past and now.
