同盟理论与美国“重返亚太”同盟战略应对

【摘要】：2010年后,美国正式开始实施"重返亚太"战略,而同盟战略则是其"重返亚太"战略的重要一环。文章首先考察了美国"重返亚太"同盟战略的实质,认为其包含巩固同盟和扩大同盟两种性质不同的结盟行为。随后提出针对美国的两种结盟行为,中国的对应策略分别为瓦解对手同盟战略和阻止同盟扩大战略,这同样是两种性质根本不同的应对策略,前者可从同盟解体理论中寻找政策启示,而后者则主要从同盟形成理论中寻找启示。由于建立同盟比维持同盟更加困难,因此阻止同盟扩大要比瓦解对手同盟更加容易;而且,瓦解对手同盟对中国是否有利存在争议,而阻止同盟扩大对中国更为有利则比较明确。因而文章提出中国当前应该把外交重点放在阻止同盟扩大上,而不是放在瓦解对手同盟上。
[Abstract]:After 2010, the United States formally began to implement the "return to the Asia-Pacific" strategy, and the alliance strategy is an important part of its "return to the Asia-Pacific" strategy. This paper first examines the essence of America's strategy of "returning to Asia and the Pacific", and considers that it includes two different kinds of alliance actions: consolidating alliance and expanding alliance. Subsequently, two kinds of alliance actions against the United States are proposed. The corresponding strategies of China are to disintegrate the alliance strategy of the adversaries and to prevent the alliance expansion strategy, which are two fundamentally different strategies. The former can seek policy enlightenment from alliance disintegration theory, while the latter can seek enlightenment from alliance formation theory. Since it is more difficult to build alliances than to maintain them, it is easier to stop them from expanding than to break up their adversaries, and there is controversy over whether it is in China's interest to disintegrate the allies. It is clear that it is better for China to stop the alliance from expanding. Therefore, the article suggests that China should focus its diplomacy on preventing the alliance from expanding, rather than disintegrating its adversaries.
