当代俄罗斯外交学研究

【摘要】:20世纪90年代初冷战结束后,国际环境发生深刻变革并对现代外交实践产生深远影响。俄罗斯身处剧变中心,国际环境和国内现实的双重变化以及“新思维”的传播和西学的涌入成为当代俄罗斯外交学形成和发展的现实土壤和思想来源。当代俄罗斯外交学是对苏联外交理论和实践的反思、与西方外交学的借鉴和对话。研究这一剧变后形成的外交学对我国来说不无现实意义和学术意义。国内外学者对当代俄罗斯外交实践问题,虽多有研究,而对当代俄罗斯外交学理论方面却几乎无人问津。这为本课题留下充分的研究空间。 本文运用文献研究法和比较研究法,以梳理当代俄罗斯外交学研究现状为切入点,重点对当代俄罗斯外交学领域两位代表性人物及其著述进行梳理,并对其研究重点逐一进行评析,从而评述当代俄罗斯外交学研究现状,揭示其学术特征,总结其学术贡献、分析其学术局限、探讨其现实意义。 以波波夫为代表的老一代外交学研究者和以佐诺娃为代表的年轻一代学者人生经历、学术经历迥异:波波夫代表的老一代外交学研究者普遍兼具外交实践和学术研究经历,即由外交家而转为外交学家。佐诺娃代表的年轻一代外交学者普遍没有显著的外交实践,学术经历由学生而为学者。由此导致二者的代表作《现代外交:理论与实践》和《现代外交模式:形成的起源与发展的前景》的思想来源和研究视角各有侧重。《现代外交:理论与实践》的学术思想来源以对苏联时期外交实践和理论的反思为主,兼有对俄罗斯独立之初外交实践的反思和对西方早期外交学著作的借鉴,研究视角较为传统;《现代外交模式:形成的起源与发展的前景》的学术思想来源以西方现代外交学文献为主,兼有对俄罗斯独立之初外交实践的反思,研究视角比较符合学术前沿。二者著作虽然各有现实意义和学术价值及其研究的局限性,但从整体上代表了当代俄罗斯外交学当前的研究方向和水平。 当代俄罗斯外交学表现出了非学派且无流派、反思性与去意识形态化、西方化与单向性的总体学术特征;其学术贡献在于突破了苏联外交学话语体系,开启了俄罗斯“新外交学”研究;因理论发展时间尚短,学术研究的角度、广度、深度、清晰度、可证度方面尚存在一定程度的局限,但进一步研究空间明显,学术前景值得期待。
[Abstract]:Since the end of the Cold War in the early 1990s, the international environment has undergone profound changes and has a profound impact on the practice of modern diplomacy. Russia is in the center of dramatic change, the dual changes of international environment and domestic reality, the spread of "new thinking" and the influx of western studies have become the realistic soil and ideological source for the formation and development of contemporary Russian diplomacy. Contemporary Russian diplomacy is a reflection of Soviet diplomatic theory and practice, and a reference and dialogue with western diplomacy. The study of diplomacy formed after this upheaval is of practical and academic significance to our country. Although scholars at home and abroad have studied the practice of contemporary Russian diplomacy, almost no one has paid attention to the theory of contemporary Russian diplomacy. This leaves sufficient research space for this subject. This paper uses literature research and comparative research to comb the current situation of contemporary Russian diplomatic studies, focusing on the two representative figures in the field of contemporary Russian diplomacy and their writings. The research emphasis is analyzed one by one, so as to comment on the present situation of diplomatic studies in contemporary Russia, reveal its academic characteristics, sum up its academic contributions, analyze its academic limitations, and discuss its practical significance. The academic experiences of the older generation of diplomatic researchers represented by Popov and the younger generation of scholars represented by Zonova are quite different: the former generation of diplomatic researchers represented by Popov generally have both diplomatic practice and academic research experience. From a diplomat to a diplomat. The younger generation of diplomatic scholars represented by Zonova generally have no significant diplomatic practice. As a result, their masterpieces "Modern diplomacy: theory and practice" and "Modern diplomatic Model: the Origin and Development prospects of formation" have their respective ideological sources and research perspectives. The main source of academic thought is the reflection of diplomatic practice and theory during the Soviet period. It also reflects on the diplomatic practice of Russia at the beginning of its independence and draws lessons from the early works of diplomacy in the West. The academic thought of Modern diplomacy: the Origin and Development Prospect of formation is mainly from the western modern diplomatic literature, and it also reflects on the diplomatic practice of Russia at the beginning of independence. The perspective of research is more in line with the academic frontier. Although their works have practical significance and academic value as well as their limitations, they represent the current research direction and level of contemporary Russian diplomacy as a whole. Contemporary Russian diplomacy shows the overall academic characteristics of non-school and no school, reflection and deideology, westernization and unidirectionality, and its academic contribution lies in breaking through the discourse system of Soviet diplomacy. The study of "new diplomacy" in Russia has been initiated. Because the period of theoretical development is still short, the angle, breadth, depth, clarity and verifiability of academic research are still limited to a certain extent, but the space for further study is obvious. The academic future is worth looking forward to.
