奥巴马反恐战略调整及对中国影响

【摘要】:恐怖主义是当代世界的一个非常突出的问题。自20世纪60年代末以来,恐怖主义在全球范围内普遍滋生与蔓延,对世界政治与经济产生了深刻的影响。恐怖主义活动的泛滥,危害人们的生命财产安全,影响社会的秩序与稳定,恶化或者加剧国际社会的矛盾,影响世界政治的健康发展,也影响世界经济的正常运行。特别是在中东等热点地区,恐怖主义的危害更为严重。但是恐怖主义也并不是一个简单的问题,而是一个相当复杂的政治和社会现象,是现实世界各种矛盾激化的产物。 由于恐怖主义赖以滋生的各种根源于土壤仍将长期存在,因此在今后相当长的历史时期内,恐怖主义活动也将长期与人类社会相伴。中国作为联合国安理会常任理事国,对于维护世界和平负有重要的责任,不能不对国际社会当中可能发生的各种重大恐怖主义事件确立自己的立场,做出必要的反应。 “9.11”恐怖袭击之后,国际反恐合作和危机管理问题凸显。虽然恐怖活动古已有之,但近年来其规模、危害、影响却达到空前的程度。进入21世纪之后的短短几年时间,世界上许多国际大都市或著名国际旅游景点,先后遭到了恐怖分子的袭击。在“9.11”恐怖袭击的催化下,美国和中国作为当今世界两个非常重要的大国从充实和发展建设性合作关系的战略高度出发,建立了反恐合作和危机管理机制。 恐怖主义是国际社会的公害和瘟疫,对人类社会的危害是不言而喻的,因此必须在全球范围内遭到了强烈谴责和严厉打击。中国作为面临“东突”等三股势力威胁最大的国家,美国作为唯一的超级大国和恐怖主义袭击受害国,两国分别采取了严厉措施防范和打击恐怖主义,,并因此开展合作,是理所当然的事情。因为在全球各地相继发生的恐怖活动都具有某种的内在关联性,反恐必然不能各自为战,必须由相关国家通力合作,整合反恐资源。 “9.11”恐怖袭击之后,中美两国迅速走出原来相互对立和猜疑的阴影,开始了在这一领域的合作。中美两国的反恐合作既符合双方的利益,也有利于两国关系的稳定发展,是名符其实的双赢。中美两国的反恐合作还处在磨合过程中,即在合作中防范,在防范中合作,中美反恐合作还需要双方领导人不断消除、克服和搁置双方之间种种不利于深入开展反恐合作的分歧,由此不断积累反恐合作的成绩,进而推动双边关系稳步发展。

As a permanent member of the UN Security Council, China has an important responsibility for safeguarding world peace and cannot but establish its own position on various major terrorist incidents that may occur in the international community.
