二战以来美国对非政策的动因与走向

【摘要】:国家利益是决定一国对外政策的根本动因。自二战结束以来,美国历届政府对其非洲政策进行了多次调整,背后的动因就是美国在非洲的国家利益。本文以美国在非洲最重要的三项利益——战略利益、经济利益和安全利益为分析框架,将二战以来的美国对非政策划分为冷战时期、冷战结束至"9·11"事件爆发和"9·11"事件以来三大阶段,梳理在各个时期美国在非洲的国家利益及据此推行的对非政策。基于美国在非洲国家利益并没有发生根本变化的判断,本文认为尽管特朗普的对非政策存在不确定性,但自"9·11"事件以来确定的美国对非政策的基本框架不会发生大的改变。
[Abstract]:The national interest is the fundamental motivation to determine a country's foreign policy. Since the end of World War II, successive American governments have made many adjustments to their African policies, the motive behind which is the national interests of the United States in Africa. Based on the three most important interests of the United States in Africa, namely, strategic interest, economic interest and security interest, this paper divides the American policy towards Africa since World War II into the Cold War period. From the end of the Cold War to the outbreak of the September 11 incident and the three major stages of the September 11 incident, the national interests of the United States in Africa and its policies towards Africa have been combed in each period. Based on the fact that there has been no fundamental change in the interests of the United States in Africa, this paper argues that, although there is uncertainty in Trump's policy towards Africa, the basic framework of U.S. policy towards Africa, which has been defined since 9 / 11, will not change significantly.
