试析第二次朝核危机解决中的中美合作

【摘要】： 始于上世纪90年代的朝核问题堪称当今国际关系中最复杂、最棘手的热点问题之一。至今,朝鲜半岛共发生了三次举世瞩目的核危机,对冷战后亚太地区安全格局产生深远的影响。不仅影响大国关系的调整以及地区安全形式的演变,导致地区内国际力量对比与战略格局的重新组合,还危及朝鲜半岛的和平统一进程。 中美两国在朝核问题上有着各自的政治、经济、军事安全和意识形态等战略利益,半岛无核化和维护东北亚的安全与稳定是两国的共同目标。第二次朝核危机爆发以来,中美进行密切合作,催生了六方会谈机制,取得很大成效。由于双方的利益优先性不对等,中美在朝核问题上的分歧依然存在,但这些分歧不足以影响中美合作的大局。中美在朝核危机解决中的协作有许多宝贵经验值得总结,包括两国的重要安全议题上的合作基础是利益的重合而不是完全一致,分歧有其深层原因因而不可避免,需加强沟通来增进互信。中美的合作对中美关系产生了重要影响,不仅有利于增强中美两国的战略互信,探索多边安全合作的模式进而谋求建立东北亚安全机制,还有助于实践中美新型合作的原则。 美朝双边接触为中美合作增添了新因素,但是由于美国要求地区国家分担责任的基本立场并未改变,中国的作用不会因美朝直接对话而下降。中美需深化在六方会谈框架下的合作,力争将朝核问题上的合作扩大到其他安全领域。
[Abstract]:The North Korean nuclear issue, which began in the 1990 s, is one of the most complicated and intractable hot issues in international relations today. So far, three nuclear crises have occurred on the Korean Peninsula, which have a profound impact on the security structure of the Asia-Pacific region after the Cold War. It not only affects the adjustment of great powers' relations and the evolution of regional security forms, but also endangers the process of peaceful reunification of the Korean Peninsula. China and the United States have their own political, economic, military security and ideological strategic interests on the North Korean nuclear issue. Denuclearization of the peninsula and safeguarding security and stability in Northeast Asia are the common goals of the two countries. Since the outbreak of the second North Korean nuclear crisis, China and the United States have worked closely together, giving birth to the Six-Party talks mechanism and achieved great results. Differences between China and the United States on the North Korean nuclear issue remain because of the unequal priority of interests between the two sides, but these differences are not enough to affect the overall situation of Sino-US cooperation. The cooperation between China and the United States in the resolution of the North Korean nuclear crisis has many valuable experiences to sum up, including that the basis for cooperation on important security issues between the two countries is the coincidence of interests rather than the complete agreement, and that the differences have deep reasons and are therefore inevitable. Communication needs to be strengthened to enhance mutual trust. The cooperation between China and the United States has had an important impact on Sino-US relations, which is not only conducive to strengthening the strategic mutual trust between China and the United States, exploring the model of multilateral security cooperation and seeking to establish a security mechanism in Northeast Asia, but also conducive to the implementation of the principles of the new type of cooperation between China and the United States. Bilateral contacts between the United States and North Korea have added new factors to Sino-US cooperation, but since the United States has not changed its basic position of requiring regional countries to share responsibilities, China's role will not be diminished by direct dialogue between the United States and North Korea. China and the United States need to deepen cooperation within the framework of the Six-Party talks and strive to expand cooperation on the North Korean nuclear issue to other security areas.
