【摘要】:《贝尔福宣言》是英国政府在1917年发表的公开支持犹太人在巴勒斯坦建立民族家园的一项文件。宣言发表的背景很复杂,从本质上来看,该宣言是英国政府同犹太复国主义者的共同利益的产物。本文主要从英国和犹太人两方面来分析宣言发表的背景。一方面,英国为维护其在中东的战略利益,秉承了其一贯的中东政策,一战前后实施了一连串的中东政策,但都未达到目标,于是,英国开始策划发表《贝尔福宣言》,目的是夺取巴勒斯坦的控制权。另一方面,犹太人的作用也不可小觑,犹太人也为宣言的发表作出了巨大贡献。英国犹太社会进行了激烈的内部斗争后,决定要尽力促成宣言的发表,一些杰出的犹太领导人穿梭于各国政要之间,做了一系列卓有成效的外交工作,争取了各国尤其是英国的赞同和支持,最终促成了宣言的发表。 《贝尔福宣言》的发表是一个具有里程碑意义的重大事件,是英国控制巴勒斯坦的开端,是犹太民族现代史上取得的具有决定意义的外交胜利。宣言使犹太民族的独立不再是一种理想,而成为政治生活中的现实。《贝尔福宣言》的发表对犹太民族和整个中东的局势发展都产生了深远的影响。宣言引发了第三次“阿里亚”,使巴勒斯坦的犹太移民快速增长,当地犹太社团迅速壮大,为之后以色列国的建立打下了坚实的基础。对英国来说,宣言成为的1920年圣莫雷会议上国际联盟委任英国统治巴勒斯坦的主要依据,英国完成了既定的独占巴勒斯坦目标,确立了对巴勒斯坦的委任统治。同时,宣言单方面支持犹太人客观上损害了阿拉伯人的利益,引起了阿拉伯人的不满,加剧了阿犹冲突。
[Abstract]:The Belfort Declaration was published by the British government in 1917 in public support for the establishment of a Jewish national homeland in Palestine. The declaration was issued against a complex background and was essentially a product of the common interests of the British Government and the Zionists. This paper analyzes the background of the Declaration from two aspects: British and Jewish. On the one hand, in order to safeguard its strategic interests in the Middle East, Britain carried out a series of Middle East policies before and after the first World War, following its consistent Middle East policy. Britain began plotting the Belford Declaration, aimed at seizing control of Palestine. On the other hand, the role of Jews can not be underestimated, Jews also made a great contribution to the publication of the Declaration. After a fierce internal struggle in the United Kingdom, the Jewish society decided to try its best to promote the declaration. Some outstanding Jewish leaders shuttled between the political leaders of various countries and did a series of fruitful diplomatic work. Garnering the approval and support of all countries, in particular the United Kingdom, and finally leading to the publication of the Declaration. The Declaration of Belford was a landmark event and the beginning of British control of Palestine, It is a decisive diplomatic victory in the modern history of the Jewish nation. The Declaration made the independence of the Jewish nation no longer an ideal but a reality in political life. The publication of the Belford Declaration had a profound impact on the development of the Jewish nation and the situation in the Middle East as a whole. The declaration triggered the third "Arja", which led to the rapid growth of Jewish immigrants in Palestine and the rapid growth of local Jewish communities, which laid a solid foundation for the later establishment of the State of Israel. For Britain, the declaration became the main basis on which the League of Nations appointed Britain to rule Palestine at the meeting of St. Morey in 1920. Britain fulfilled its established goal of monopolizing Palestine and established its mandate over Palestine. At the same time, the unilateral support of Jews has objectively harmed the interests of Arabs, aroused dissatisfaction among Arabs, and intensified the conflict between the Jews and Jews.
