中国参与联合国维和的身份政治

【摘要】：全球化进程与中国对外开放的深入,使中国与国际社会的相互依赖逐步加深。中国和平发展、民族复兴、负责任大国的构建,都需要和平稳定的国际环境。联合国维和是联合国促进国际和平稳定的重要手段。作为发展中的大国,中国参与联合国维和是中国和平发展和负责任大国构建的重要手段之一。国内外对中国参与联合国维和的研究主要从现实主义和新自由制度主义角度来探讨中国参与维和的必要性、作用,但是由于每一种研究都存在着自身的缺陷如现实主义主要关注权力与斗争,新自由制度主义主要关注制度的功能与合作等,无法给予中国参与联合国维和以全而的认识。本文旨在以建构主义的身份理论为分析工具,探讨中国参与联合国维和所遇到的身份困境或紧张以及这一困境对中国关于维和的决策和参与行动所带来的影响。在前半部分,构建建构主义身份理论分析模式,提出了关于中国参与维和的有关身份问题的四个假设,在后半部分以历时性的视角,通过实证的方法论证已提出的相关假设。验证的结果表明,中国参与维和所遇到的身份冲突或困境是明显的,中国决策者面对身份冲突或困境的反应和表现发生了从受制于意识形态的束缚与不成熟向理性和成熟的转变。进而得出的结论是,中国决策者已认识到身份冲突或困境之于其参与维和的影响,积极主动地作出调整,部分有效地克服不同身份冲突或困境的负面影响。本文认为在未来,中国要想在联合国维和中发挥更大的作用,使其成为中国构建负责任大国的平台,就必须在身份以及其所代表的规范与认同方面,与国际社会共同体的基本价值趋向一致,唯有如此,方能消除疑虑猜疑,化解分歧。在研究方法上,主要采用了规范性和描述性方法、历史分析法和层次分析法相结合的办法。
[Abstract]:The process of globalization and the deepening of China's opening to the outside world have deepened the interdependence between China and the international community. China needs a peaceful and stable international environment for its peaceful development, national rejuvenation, and the construction of a responsible power. Un peacekeeping is an important means for UN to promote international peace and stability. As a developing country, China's participation in UN peacekeeping is one of the important means for China's peaceful development and responsible power building. The domestic and foreign studies on China's participation in UN peacekeeping mainly discuss the necessity and role of China's participation in UN peacekeeping from the perspectives of realism and neo-liberal institutionalism. However, each research has its own shortcomings, such as realism, power and struggle, neo-liberal institutionalism, the function and cooperation of the system, and so on, so it is impossible to give China a full understanding of UN peacekeeping. The purpose of this paper is to use the constructivism identity theory as an analytical tool to explore the identity dilemma or tension encountered by China's participation in UN peacekeeping and the impact of this dilemma on China's decision-making and participation in peacekeeping operations. In the first part, the author constructs the analysis model of constructivism identity theory, puts forward four hypotheses about the identity of China's participation in peacekeeping, and proves the related hypotheses by empirical method in the second half from a diachronic perspective. The results of the verification show that the identity conflicts or dilemmas encountered by China in its participation in peacekeeping are obvious. The reaction and performance of Chinese decision makers in the face of identity conflicts or dilemmas have changed from ideological constraints and immaturity to rationality and maturity. The conclusion is that Chinese policy makers have realized the impact of identity conflict or dilemma on their participation in peacekeeping and actively adjusted to overcome the negative effects of different identity conflicts or dilemmas. This paper holds that in the future, if China wants to play a greater role in UN peacekeeping and make it a platform for China to build a responsible big country, it must be in terms of its identity and the norms and identities it represents. Only in line with the basic values of the international community can doubts and suspicions be dispelled and differences resolved. In the research methods, it mainly adopts normative and descriptive methods, historical analysis and analytic hierarchy process.
