北京城市外交实践研究

【摘要】：自北京市确立建设世界城市的发展目标以来，北京市对外交往活动蓬勃开展。相对于北京蓬勃发展的外交实践，关于城市外交的理论研究和北京市城市外交实践的研究成果都不多。为此，笔者运用系统分析法、文献分析法和案例分析法对北京市外交实践进行研究。 北京市外交经历了四个发展阶段，建国初，北京市外交机构职能单一，，代理执行中央外交政策，改革开放后根据其发展地区经济、管理地区外贸、涉外事务的职权，协作执行中央外交政策，1997年“首都经济”概念提出后北京市根据自身利益和对外交往动力，与中央外交互补发展，2005年提出建设“世界城市”的战略发展目标后，北京构建自身发展战略，在外交上表现为努力走向中央外交主导下的共赢。 改革开放以来，虽然北京市外交取得了很大的成绩,但是也存在与中央总体外交的协调不够、与国际组织的交往有待深入、与国际社会的交往有待加强等问题。针对北京市外交存在的问题，北京市政府可在四个方面采取措施：进一步协调中央总体外交与地方外交，扩大和深化与友好城市的交往范围及领域，创造条件引导更多国际组织在北京“安巢”，深化北京与国际社会的交往。 笔者希望通过梳理北京市外交与中央外交的关系，明确北京市外交定位和发展方向，来助力北京实现建设世界城市的战略目标。
[Abstract]:Since Beijing established its goal of building a world-wide city, Beijing's foreign exchanges have flourished. Compared with the booming diplomatic practice in Beijing, there are few researches on the theory of urban diplomacy and the practice of urban diplomacy in Beijing. Therefore, the author uses systematic analysis, literature analysis and case analysis to study Beijing's diplomatic practice. Beijing's diplomacy has gone through four stages of development. At the beginning of the founding of the people's Republic of China, Beijing's diplomatic institutions had a single function and acted as agents to carry out the central foreign policy. After reform and opening up, according to their functions and powers of developing regional economy, managing regional foreign trade, and foreign affairs, After the concept of "Capital economy" was put forward in 1997, Beijing, in accordance with its own interests and motive forces for foreign exchanges, developed in complementarity with the central diplomacy, and in 2005, it put forward the strategic development goal of building a "world city". Beijing's construction of its own development strategy is manifested in its efforts to win-win under the leadership of central diplomacy. Since the reform and opening up, although Beijing has made great achievements in diplomacy, there are still some problems, such as insufficient coordination with the overall diplomacy of the central government, further exchanges with international organizations, and further exchanges with the international community. In view of the problems existing in Beijing's diplomacy, the Beijing Municipal Government can take measures in four areas: to further coordinate the overall and local diplomacy of the central government, and to expand and deepen the scope and fields of exchanges with friendly cities. To create conditions to guide more international organizations to "nest" in Beijing and deepen Beijing's contacts with the international community. The author hopes that through combing the relationship between Beijing's diplomacy and central diplomacy, the orientation and development direction of Beijing's diplomacy will be clarified to help Beijing realize its strategic goal of building a world city.
