公共外交视角下的中国世博外交

【摘要】:随着经济全球化和信息化深入发展,公共外交作为一种新兴的外交形式,在国际关系中的地位和分量日益提升。目前世界各国特别是主要大国都高度重视公共外交,大力推进公共外交已成为国际潮流。对我国而言,加强公共外交既是一项紧迫的现实任务,也是一项重大的长期战略。 2010年上海世博会是由中国政府主办主要针对外国民众的世界性博览会。中国政府适时的提出了“世博外交”的命题。广义上的世博外交是一种全方位、多层次、宽领域的整体外交;狭义上的世博外交专指世博公共外交,具有公共外交的内涵。如今世博外交已经成为中国特色公共外交的一个专有名词,同时也成为世博会本身的一个重要创新。 作为一届“成功、精彩、难忘”的世博会,世博外交的功劳可谓是功不可没。但是回过头来从公共外交的视角重新审视世博外交,世博外交虽然取得了巨大的成绩,却也暴露出了不少问题,与公共外交相比较,在以下几个方面存在较大差距。首先,政府包办,缺少民众及NGO配合;其次,缺乏整体公共外交战略;第三,宣传手段、路径有待改进;第四,缺乏公共外交主动推进意识;第五,网络外交重视程度有待加深;第六,国民素质有待提升。这都值得我们警思。 由于中国公共外交才刚刚起步,后世博时代中国如何开展公共外交已经成为摆在我们面前的一个亟需解决的难题。因此我们有必要在借鉴其他国家开展公共外交经验以及在总结世博外交得失的基础上,探寻相应的对策。笔者认为后世博时代,中国公共外交应从以下四个方面开展:一是重视构建公共外交战略;二是健全公共外交机制;三是充分重视网络外交;四是完善公共外交理论。
[Abstract]:With the development of economic globalization and information technology, public diplomacy, as a new diplomatic form, plays an increasingly important role in international relations. At present, countries in the world, especially major powers, attach great importance to public diplomacy, and vigorously promote public diplomacy has become an international trend. To our country, strengthening public diplomacy is not only an urgent realistic task, but also an important long-term strategy. Expo 2010 Shanghai is hosted by the Chinese government, mainly for foreign citizens of the world Expo. The Chinese government has put forward the proposition of "Expo diplomacy" in due course. In a broad sense, Expo diplomacy is a kind of omnidirectional, multi-level and wide-field holistic diplomacy. In a narrow sense, Expo diplomacy refers to public diplomacy, which has the connotation of public diplomacy. Today, Expo diplomacy has become a proper term for public diplomacy with Chinese characteristics and an important innovation of the Expo itself. As a "successful, wonderful, unforgettable" Expo, World Expo diplomacy can be said to be meritorious. But looking back at Expo diplomacy from the perspective of public diplomacy, Expo diplomacy has made great achievements, but also exposed a lot of problems, compared with public diplomacy, there is a big gap in the following aspects. First, the government arranges, lacks the populace and the NGO cooperation; second, lacks the overall public diplomacy strategy; third, the propaganda means, the path needs to be improved; fourth, lacks the public diplomacy initiative advancement consciousness; fifth, The degree of attention to network diplomacy needs to be deepened; sixth, the national quality needs to be improved. It's all worth thinking about. As China's public diplomacy has just started, how to carry out public diplomacy in the post-Expo era has become a difficult problem that needs to be solved in front of us. Therefore, it is necessary for us to seek corresponding countermeasures on the basis of drawing lessons from the experiences of other countries in carrying out public diplomacy and summing up the gains and losses of Expo diplomacy. In the post-Expo era, Chinese public diplomacy should be carried out from the following four aspects: first, to build the public diplomacy strategy; second, to perfect the mechanism of public diplomacy; third, to fully attach importance to network diplomacy; and fourth, to perfect the theory of public diplomacy.
