周恩来睦邻外交思想及其当代价值

【摘要】：周边外交是中国和平外交的战略基点,新中国自建国以来一贯奉行睦邻友好的周边外交政策。周恩来作为新中国外交的奠基者和领导人,他创立的新型睦邻外交为新中国营造力良好的周边关系,增强了与邻国的了解和友谊,提高了新中国的国际地位。全面、系统地研究周恩来的睦邻外交思想,对于我们深入理解新时期中国的周边外交政策,创造和维护与邻国和睦相处、友好合作、长期稳定的周边环境具有十分重要的现实意义。 本文运用文献研究法、历史研究等方法,坚持理论联系实际的原则,对周恩来睦邻外交思想的理论渊源、主要内容和历史意义进行了整体的梳理,并探讨了周恩来睦邻外交思想对新时期建设周边外交的启示。本文试图将周恩来的睦邻外交思想分为睦邻友好、和平共处：睦邻团结、反对侵略；睦邻合作、共同发展三个部分,并在其中重点论述了对外经济援助、“求同存异”、民间外交等睦邻外交思想,并试图运用这些思想指导解决目前中国周边外交中出现的领土权益争端等现实问题。
[Abstract]:Peripheral diplomacy is the strategic base of China's peaceful diplomacy. Since the founding of the people's Republic of China, China has consistently pursued a good-neighborly and friendly foreign policy. As the founder and leader of New China's diplomacy, Zhou Enlai established the new good-neighborly diplomacy to create good peripheral relations for New China, enhance the understanding and friendship with neighboring countries, and enhance the international status of New China. A comprehensive and systematic study of Zhou Enlai's concept of good-neighborly diplomacy will help us understand China's foreign policy in the new era, create and maintain harmony and cooperation with neighboring countries, Long-term stable surrounding environment has very important practical significance. By using the methods of literature research and historical research, this paper adheres to the principle of integrating theory with practice, and combs the theoretical origin, main content and historical significance of Zhou Enlai's good-neighborly diplomacy thought as a whole. And discusses Zhou Enlai good-neighborly diplomacy thought to the new period construction peripheral diplomacy enlightenment. This paper attempts to divide Zhou Enlai's thought of good-neighborly diplomacy into three parts: good-neighborly friendship, peaceful coexistence: good-neighborly unity, opposition to aggression, good-neighbourly cooperation and common development, and focuses on foreign economic assistance, "seeking common ground while reserving differences". The thoughts of good-neighborly diplomacy such as folk diplomacy are used to guide the settlement of territorial rights and interests disputes in China's neighboring diplomacy.
